Temporary protection for 4.38 million in January 2026

On 31 January 2026, a total of 4.38 million non-EU citizens who fled Ukraine had temporary protection status in the EU. Compared with the end of December 2025, the total number of people from Ukraine under temporary protection increased by 23 110 (+0.5%).

The EU countries hosting the highest number of beneficiaries of temporary protection from Ukraine were Germany (1 260 230 people; 28.8% of the EU total), Poland (965 990; 22.1%) and Czechia (397 185; 9.1%).

Among EU countries, the number of people under temporary protection increased in 23 countries, with the 3 largest absolute increases observed in Germany (+9 610; +0.8%), Czechia (+4 130; +1.1%) and Spain (+2 560; +1.0%). Among the 4 EU countries that registered decreases, the highest decreases were observed in Poland (-3 250; -0.3%) and Cyprus (-1 235; -4.8%).

The highest ratios of temporary protection beneficiaries per thousand people were observed in Czechia (36.4), Poland (26.5) and Slovakia (25.8), whereas the corresponding figure at the EU level was 9.7 per thousand people.

On 31 January 2026, Ukrainian citizens represented over 98.4% of the beneficiaries of temporary protection in the EU. Adult women made up 43.5% of the beneficiaries. Minors accounted for almost one third (30.3%), while adult men comprised slightly more than a quarter (26.1%) of the total.

Data presented in this article refer to the attribution of temporary protection status based on the Council Implementing Decision 2022/382 of 4 March 2022, establishing the existence of a mass influx of displaced persons from Ukraine due to the Russian war of aggression against Ukraine, and introducing temporary protection.

On 13 June 2025, the European Council adopted the decision to extend the temporary protection for these people from 4 March 2026 to 4 March 2027.
