California Assembly Bill No. 43 (AB 43) provides cities more flexibility when establishing speed limits in business and residence districts. AB 43 went into effect in 2022 and allows for reduction of speed limits after considering safety, land uses, and concentration levels of bicyclists and pedestrians, especially those from vulnerable groups such as children, seniors, persons with disabilities, and individuals experiencing homelessness.
The City of San Rafael is implementing AB 43 throughout the City in a multi-phased approach. Phase 1 included roadways in downtown San Rafael, such as Mission Avenue, 4th Street, and 5th Street, all of which the speed limit was reduced by 5mph.
Phase 2 of the AB 43 effort proposes lowering speed limits on roadways outside of downtown San Rafael.
It will be presented to City Council at the July 20th meeting.
