Study: Security threats have increased – the resilience of Finnish organisations is worryingly weak

84 per cent of Finnish organisations say that security threats have increased over the past three years. However, only 15 per cent estimated that operations could continue unchanged or almost unchanged in the event of disruptions. Businesses and public administration organisations need to develop their digital security and resilience. This will ensure the continuity and competitiveness of operations and the national security and security of supply.

According to a recent survey by the software and service company Digia, 97 per cent of Finnish organisations feel that the changed operating and security environment has had a significant or some impact on their operations.

Operations are simultaneously affected by several interconnected threats and societal changes. The biggest challenges are the general economic situation, information security and cyber threats, and the geopolitical situation.

Changes in the operating environment have been identified, but only 15 per cent of the respondents estimated that their operations can continue unchanged or almost unchanged during various disruptions. Nearly 80 per cent of the respondents expect the organisation's operations to slow down somewhat or significantly.

"This will have a significant impact on society. The continuity of services, especially in energy, logistics, financial, and other sectors critical to the security of supply, is a prerequisite for the functioning of society as a whole and growth and competitiveness. Companies and public administration organisations must improve the security and resilience of their digital operating environment to ensure the continuity of operations," says Digia´s Vice President Harri Suni, Defence & Security.

The business community, together with the authorities, plays a significant role in ensuring and developing Finland's comprehensive security. For example, most of Finland's critical digital infrastructure is privately owned.

"We live in a digital society. Its functionality, safety and security of supply are the foundation of our national security. Therefore, digital security must be considered and ensured regarding data, infrastructure, operational functions and ecosystems. Taking care of information and cyber security alone is not enough, for example, during a large-scale power outage or a telecommunications failure," Suni says.

Data must be accessible, secured and in one's own possession - in all situations

Data is critical in ensuring the operation and continuity of organisations. This importance is emphasised as the use of artificial intelligence increases.

However, according to the study, key data cannot be utilised in disruption situations. More than 60 per cent say that the data can only be used partially.

"Organisations must ensure that critical data is always available, secured, and in their possession. This is easier said than done when multinational companies dominate data management and cloud services. Still, organisations must find the right balance in utilising domestic and international solutions," Suni says.

This is how the study was carried out

Digia conducted an online survey for selected Finnish organisations from May to July 2025. A total of 68 people representing 60 different organisations responded to the study. The respondents highlighted CEOs, other senior executives, development and business directors, and IT representatives. The average turnover of the responding companies was €556 million, and the median was over €120 million.
