Enhancement of ASCC Database for Monitoring and Evaluation (ADME) System 2.0

3 September 2026 - The ASEAN Secretariat convened the First Regional Consultation on the ASCC Database for Monitoring and Evaluation (ADME) System 2.0 on 3 September 2025 via video conference. It was attended by approximately 100 participants from the Senior Official Committee for ASCC (SOCA), ASCC Sectoral Bodies, Socio-Cultural Officials (SCOs), and the ASCC Department of the ASEAN Secretariat.

The consultation served as a platform for the participants to exchange views on the enhanced features of the ADME System and provide valuable insights on how to make the features more, accessible, intuitive and user-friendly. It also showed participants a snapshot of the additional webpage of the ADME System, which will support the implementation, monitoring, and reporting on the ASCC Strategic Plan, and learning management system. The participants were also briefed on the additional outcome stories and learning management system pages, which will support outcomes reporting, and continuous learning beyond the Strategic Plan's implementation.

Speaking on behalf of Deputy Secretary-General for the ASCC, H.E. San Lwin, Assistant Director Puthsodary Tat of the ASCC Monitoring Division highlighted that the development of the additional webpage and improvement of the current features and functionalities of the ADME System was informed by lessons learned from the ASCC Blueprint 2025. He also underscored that the enhanced ADME System will not only serve as a platform to track and monitor the implementation of the ASCC Strategic Plan, but also communicate its achievements to the wider public, fostering a meaningful and sustainable learning environment for the ASCC.

During the discussion, participants commended the work of the ASCC in further advancing data-driven and evidence-based decision-making and planning with the ADME System. Since its launch in 2024, the ADME System served as a dedicated web-based platform for the ASCC in accessing progress of sectoral workplan implementation progress and the ASCC Blueprint 2025 key performance indicators, as well as socio-cultural data that support ASCC initiatives.

The development of the additional webpage of the ADME System for the ASCC Strategic Plan is part of the Development of the ASCC Results Framework and Baselining of the ASCC Strategic Plan project supported by the Government of Australia under the Australia for ASEAN Futures Initiative.
