Draft Prohousing Designation Application Available for Review

The State of California's Prohousing Designation Program (PDP) rewards local jurisdictions that go above and beyond state housing law by providing PDP jurisdictions with priority when applying for state housing, infrastructure, and transportation grant programs. On October 5, 2026, the San Rafael City Council authorized the Cityto apply for prohousing designation. The next steps are posting the City's draft application for public review for 30 days, followed by a formal submittal to the State of California's Housing and Community Development (HCD) Department. HCD then has 60 days to complete its review and if approved, the City's prohousing designation is valid for three years.
