IonQ Announces Three Commonwealth-Wide Commitments at CHOGM 2026, Extending Quantum Capabilities to Developing Member States

KEY HIGHLIGHTS

  • Computing time and teaching for Commonwealth universities: IonQ intends to provide a fixed yearly allocation of 300 computing hours of access to IonQ's quantum platform in the cloud, guest teaching by IonQ engineers and support for student quantum hackathons at certain universities in developing member countries, with a focus on Africa and the Caribbean
  • Quantum-safe migration support for small-state financial systems: IonQ intends to provide security specialists to help a to-be-announced cohort of central banks and payment operators in small states map their cryptography and plan its replacement
  • Radar imagery and timing for Small Island Developing States: IonQ intends to provide a yearly allocation of radar satellite images and hours of analyst time, free of charge, for disaster response and the monitoring of coastal change and illegal fishing

COLLEGE PARK, Md. - Nov. 4, 2026 - IonQ (NYSE: IONQ), the world's leading full-stack quantum platform and foundry, today announced three commitments to the Commonwealth at the Commonwealth Heads of Government Meeting (CHOGM) 2026 in Antigua and Barbuda. For an initial period of a year, IonQ intends to make available to certain universities, financial authorities and public agencies selected by IonQ in developing member countries access to its quantum computers, its quantum-safe security specialists and its radar satellites, free of charge. The commitments are directed at the Commonwealth's small and developing states, with a focus on Africa, the Caribbean, and the Small Island Developing States.

The Commonwealth brings together 56 countries and about a third of the world's population. IonQ is the Platinum Sponsor of the Commonwealth Business Forum at CHOGM 2026. Its commitment is designed to support the creation of the next generation of quantum leaders within the Commonwealth, and to ensure that small and developing countries are not left behind in the race for quantum advantage.

"Quantum technology will shape which countries lead the global economy, and the Commonwealth's small and developing states should not have to wait to take part," said Niccolo de Masi, Chairman and CEO of IonQ. "IonQ is the only company that can bring the Commonwealth access to quantum computing, a quantum-safe security practice, and a fleet of radar satellites under one roof. We are putting all three to work for its members. These commitments begin a long-term relationship between IonQ and Commonwealth nations. We expect these relationships only to deepen with time."

Computing time and teaching for Commonwealth universities. IonQ will reserve 300 hours of time on its quantum computers, accessed through Ionq's platform in the cloud, for certain universities in developing Commonwealth member countries selected by IonQ, with a focus on Africa and the Caribbean. IonQ will also support student quantum hackathons across the group.

The partnerships will bring quantum-safe migration support for small-state financial systems. A sufficiently powerful quantum computer can break the public-key encryption that protects most financial transactions and records today, and data captured now can be stored for later decryption. Governments and standards bodies have asked institutions to begin the move to quantum-safe methods now. IonQ's security specialists intend to provide expert transition advice to central banks and payment system operators in Commonwealth small states. Their efforts will map the cryptography their systems depend on to plan its replacement.

Additionally, radar imagery and timing will be available to Small Island Developing States. IonQ will set aside both synthetic aperture radar (SAR) image capture and analyst time each year, free of charge, for the Commonwealth's Small Island Developing States. National disaster, fisheries, and coastal agencies in each country will be able to request imagery directly from IonQ. The three intended use cases include: aiding responses to hurricanes, cyclones, floods and other disasters; the monitoring of coastal erosion and change; and the detection of illegal, unreported and unregulated fishing in national waters.
