Ukraine and Spain Signed Bilateral Agreements on Financial Cooperation, Joint Defense Production, and Railway Modernization

18 March 2026 - 16:41

In Madrid, in the presence of President of Ukraine Volodymyr Zelenskyy and Prime Minister of Spain Pedro Sánchez, five bilateral documents were signed.

"Today, there are new defense agreements between Ukraine and Spain, as well as our private sector and our companies. There is movement in economic and infrastructure cooperation between us, as the Prime Minister mentioned regarding the railway. These are important decisions. Humanitarian and diplomatic cooperation between our countries also continues," the Head of State noted.

The Agreement between the Government of Ukraine and the Kingdom of Spain on Technical and Financial Cooperation establishes a legal framework for implementing various programs and projects in Ukraine with Spain's financial support. The document outlines the main forms of assistance, including the transfer of new technologies, equipment, and expert consultations.

The Memorandum of Understanding between the Ministry of Defense of the Kingdom of Spain and the Ministry of Defense of Ukraine concerning Coproduction in the Kingdom of Spain provides for the joint development and manufacture of integrated defense systems to strengthen the production capabilities of both countries. Plans include technology exchange, sharing of knowledge and experience, conducting defense research, and developing new defense systems.

The Memorandum of Understanding between the Diplomatic School of the Ministry of Foreign Affairs, the European Union, and Cooperation of the Kingdom of Spain and the Diplomatic Academy of the Ministry of Foreign Affairs of Ukraine will enhance cooperation in diplomatic education. It opens opportunities for the exchange of experience, training programs, and research.

A contract between Ukrzaliznytsia and TRIA INGENIERÍA marks the first project under the infrastructure restoration and modernization program, for which Spain allocated EUR 200 million last November. An innovative bogie for freight wagons with automatic track gauge adjustment will be developed. This technology will ensure faster delivery of Ukrainian export goods across Europe.

A grant agreement on non-repayable funding between Ukrzaliznytsia and Instituto de Crédito Oficial will support the practical implementation of the automatic track gauge adjustment technology for freight wagons.
