Between 9-10 July 2025, Tirana hosted the first activity organised in the Western Balkans under the EU Knowledge Hub on the Prevention of Radicalisation (EUKH)-an ad-hoc meeting focused on the reintegration and rehabilitation of Former Foreign Terrorist Fighters and volunteers. This event brought together regional and EU stakeholders to address the security risks posed by returning fighters, share best practices, evaluate strategies and strengthen institutional capacities. Against evolving geopolitical tensions, the event marked a vital step toward coordinated, evidence-based strategies to enhance resilience and prevent radicalisation across the region. Amid today's turbulent geopolitical climate-marked by new conflicts and shifting security threats-the rehabilitation and reintegration of former foreign terrorist fighters and volunteers stand as a vital challenge for the region. With many individuals previously involved in mobilising fighters for Syria now released from prison, the risk of recidivism and renewed radicalisation looms large. This ad-hoc meeting in Tirana offered a timely and strategic platform to confront these realities head-on.
