Madam Chair,
We thank the Special Rapporteur on extrajudicial, summary, or arbitrary executions for his comprehensive presentation.
Despite the clear obligations of States, extrajudicial killings, torture, arbitrary detention, and other serious violations continue to persist, particularly in situations of armed conflict, constituting blatant breaches of international humanitarian law and international human rights law. The persistence of such crimes, often tolerated or even encouraged by States, underscores the urgent need for the international community to strengthen preventive mechanisms and combat impunity.
Clarifying the fate of missing persons is central to preventing and investigating extrajudicial and arbitrary executions, enforced disappearances, torture, and unlawful detentions. Promoting truth and accountability serves not only as a moral imperative but also reinforces human rights protections, including in efforts to combat terrorism and address the involvement of foreign fighters and mercenaries.
Armenia remains firmly committed to preventing and eradicating extrajudicial, summary, or arbitrary executions under all circumstances. We believe that ensuring justice is essential not only to secure redress for victims and their families, but also to prevent future violations and promote reconciliation.
In the face of the continuing and alarming rise in violations of IHL, we call on the international community and UN human rights mechanisms to remain fully engaged in pursuit of justice and protection of human dignity worldwide.
