Budrys at the Gymnich meeting: we must clearly define which threats to Europe are existential – it is obvious they lie in the East

On 28 May, the Minister of Foreign Affairs Kęstutis Budrys attends the informal meeting of Foreign Affairs Ministers of the European Union (Gymnich) in Limassol, Cyprus.

The discussions focus on European security interests, Russia's aggression against Ukraine, support for Ukraine, and measures to increase pressure on Russia.

Ahead of the meeting, the head of Lithuania's diplomacy told journalists that Europe should not drown in discussions over potential negotiators' names, but rather increase pressure on Russia.

"We need to discuss how the 21st package of sanctions will increase pressure. Lithuania is constantly returning with a proposal to sanction Rosatom and Lukoil. We must introduce a full ban on maritime services for Russian oil tankers and also restrict Russian potash fertilizer exports to the EU," said Budrys.

The Minister also stressed the continuity and strengthening of support for Ukraine.

"We need to open all 6 negotiating clusters in June. We do not have the right to wait any longer. We also need to agree on long-term financial assistance for Ukraine. It is also crucial to increasingly involve Ukraine in various solutions to build our resilience on the eastern frontline," said the head of Lithuania's diplomacy.

At today's meeting, EU foreign affairs ministers will also discuss the preparation of a new European security strategy.

"It is extremely important to have a complete picture of threats. We understand that threats are multifaceted, but we need to distinguish between existential and non-existential threats. Existential threats are currently coming from the East, and we need to urgently strengthen our capacities right here by introducing additional measures to build resilience in the East through financial means. In doing so, we need to realise that in the future we will be
shifting European security architecture from cooperative engagement with Russia to its deterrence. We have to build our strength now while we still have time. Ukraine is at the centre of this power," said Budrys.
