Grassley Statement on Small Refinery Exemptions and Biofuels Reallocation

BUTLER COUNTY, IOWA - U.S. Sen. Chuck Grassley (R-Iowa) released the following statement regarding the U.S. Environmental Protection Agency's (EPA) announcement on Small Refinery Exemptions (SREs).

"Today's announcement by President Trump is a significant improvement from what was originally rumored and recognizes the importance of biofuels production. I appreciate President Trump and his policy advisors working closely with me and many other leaders from ag states, particularly Iowa, to ensure any small refinery exemption announcement did not undercut family farmers and the ag economy.

"The Trump administration and future administrations ought to follow today's precedent for full reallocation for 2026 and 2027. You can expect I will work to hold the White House to its commitment of full reallocation. President Trump's successful efforts to work with ag and biofuel leaders on this issue shows his ongoing commitment to America's farmers, rural communities and biofuels production and his continued focus on our fuel supply as Americans fill up their tanks."

Per the EPA, the agency "is exempting 1.76 billion [Renewable Fuel Standard] compliance credits, known as Renewable Identification Numbers (RINs), for 29 small refineries. EPA will propose to reallocate 100 percent of the difference between projected and actual exempted volumes for 2025 SREs into the 2026 and 2027 Renewable Volume Obligations (RVOs) before the end of October 2026."
