ASEAN Foreign Ministers' Statement on
the Agreement on the First Phase of the Gaza Peace Plan
14 October 2025
1. We welcome the agreement reached between the Islamic Resistance Movement (Hamas) and Israel on the first phase of the US President Donald J. Trump's "Comprehensive Plan to End the Gaza Conflict" announced in Sharm El-Sheikh, Egypt on 8 October 2025 with a view to achieving a permanent end of hostilities. We commend President Trump for his continued leadership and sustained efforts to end the war in Gaza.
2. We further appreciate the important role and collective efforts of the Arab Republic of Egypt, the State of Qatar and the Republic of Türkiye, as well as other partners in facilitating the mediation and implementation of the comprehensive plan.
3. We acknowledge that this development marks a crucial step towards ending the conflict, including preventing further suffering, loss of lives, forced displacement of people, ensuring the release of all hostages and detainees, enabling full withdrawal of the Israeli forces, supporting the reconstruction of Gaza and realisation of the rights to self-determination and statehood for the Palestinian people. We call upon the concerned parties to fully adhere to the agreed terms and urge for its swift and comprehensive implementation.
4. We further call upon the international community to seize this momentum to resume the peace process based on the two-State solution in accordance with international law and relevant UNSC and UNGA resolutions, including UNGA resolution A/RES/ES-10/23 on the Admission of New Members to the UN dated 10 May 2024.
5. We emphasise the need for a permanent ceasefire, immediate, unimpeded, safe and sustained delivery of humanitarian assistance to all those in need, including through the continuation and strengthening of UNRWA's role and mandate, and for immediate commencement of reconstruction efforts in Gaza in order to help rebuild the lives and protect the dignity of the Palestinian people.
