ANACOM participated in the Subsea, Digital Infrastructure & Satellite Summit (SIS 2026), taking place in Cascais from 13 to 15 April 2026, bringing together global leaders from the telecommunications, digital infrastructure and connectivity sectors.
ANACOM was represented by the Chairwoman of the Board of Directors, Sandra Maximiano, and Board Member, Manuel Cabugueira, who contributed to sessions dedicated to the future of global connectivity, digital infrastructures and data ecosystems.
In the opening session, Sandra Maximiano, also speaking in her capacity as Co-Chair of the International Telecommunication Union's Advisory Group on Submarine Cable Resilience, highlighted the strategic importance of submarine infrastructure, noting that "submarine cables are the backbone of the global digital economy" and require an approach grounded in resilience, redundancy and international cooperation. She also highlighted the need to integrate submarine cables, data centres and satellites within a systemic vision of connectivity, advocating public policies that promote investment, regulatory simplification and technological innovation.
Manuel Cabugueira participated in the session entitled "Executive Roundtable Discussion Knowledge Sharing Panel Session - Enhancing Digital Connectivity: Strategies for Peering and Cable Investments to Address Current and Future Regional Demands", where he emphasised that the future of digital competitiveness depends not only on connectivity, but also on the capacity to process and make effective use of data. He also advocated an international perspective on connectivity, underlining that Portugal should position itself as a global platform by promoting route diversity, network resilience and integration with external markets, particularly in Africa.
In his closing remarks, he emphasised the need to strengthen cooperation among public, private and academic stakeholders, as well as to establish simpler and more predictable frameworks to attract investment. He further highlighted the importance of enhanced multilateral cooperation as a key condition for ensuring more secure and resilient networks, capable of responding to the growing global demand for data and digital services.
