State Rep. Gary Click Provides Sponsor Testimony for House Bills 162, 486, and 613

State Representative Gary Click (R-Vickery) provided sponsor testimony for three pieces of legislation this week - House Bills 162, 486, and 613.

Click provided testimony before the Senate Health Committee for House Bill 162 - the My Child-My Chart Act - legislation that works to allow parents to access their child's medical charts.

The bill requires a health care provider utilizing an electronic health records system to ensure, to the fullest extent permitted under the federal HIPAA Privacy Rule and Ohio law, that a minor's parent or guardian has access in that system to the minor's health records.

Representative Click then provided sponsor testimony for House Bill 486 - the Charlie Kirk American Heritage Act - legislation that works to preserve the ability for educators to discuss the positive impact of religion on American history, highlighting its consistency with freedom of speech and emphasizing how imperative it is to reduce politically motivated hate and violence in society.

Under the bill, the General Assembly declares that:

  • "The teaching of the historical and positive impact of religion on American history is consistent with the First Amendment to the United States Constitution. An accurate and historical account of the influence of Christianity on the freedom and liberties ingrained in our culture is imperative to reducing ignorance of American history, hate, and violence within our society."
  • "Accurate historical instruction regarding verifiable, historical impacts of religion on American history is factual and is not proselytization or a violation of the First Amendment."

The bill reaffirms that teachers in public schools and state institutions of higher education, when teaching American history, can include instruction on the positive impacts of religion on American history.

Representative Click also provided sponsor testimony before the House Ways and Means Committee for his bill, House Bill 613 - the Taxpayer Bill of Rights - legislation to modify the tax enforcement authority of the Department of Taxation and the Board of Tax Appeals.
