Washington, D.C. - Congresswoman Sheri Biggs (R-SC) introduced the Protecting Motherhood Actto remove ideologically driven terms like "birthing person" from federal law and restore the word "mother" where it belongs.
"As a mother and a nurse for over 30 years, I find the Left's push to replace the word 'mother' with 'birthing person' both insulting and absurd," said Congresswoman Biggs. "My bill restores biological truth, codifies President Trump's executive order, and puts a stop to the Left's attempts to erase women. It's time to get back to reality."
Under the Biden Administration, federal agencies replaced the word "mother" with dehumanizing terms like "birthing person," elevating ideology over biology and erasing women from the very policies meant to protect them. That shift created confusion in healthcare settings, medical research, and government programs that serve women and families.
The Protecting Motherhood Actputs an end to that. The bill codifies President Trump's executive orderdirecting the federal government to recognize biological sex and use clear, accurate language in federal policy. It bars agencies from rewriting reality through guidance and restores respect for mothers by reaffirming that only biological women can be mothers.
The legislation is supported by Moms for America, Concerned Women for America Legislative Action Committee, American Principles Project, and the American Association of Pro-Life Obstetricians and Gynecologists Action (AAPLOG Action).
"Moms for America proudly supports the Protecting Motherhood Act. Words matter, and mothers matter. This commonsense legislation restores truth to federal language, protects the integrity of women's health and medical research, and affirms the unique and irreplaceable role of mothers in our society." - Moms for America
"Mothers are not 'birthing persons,' they are image-bearers created by God with unique dignity and the incredible capacity to create, grow, and sustain life. The Protecting Motherhood Actwill reinforce that timeless truth by barring the federal government from devaluing mothers with the label 'birthing persons' in federal statute. Concerned Women for America Legislative Action Committee (CWALAC) is proud to endorse this commonsense legislation." - Penny Nance, CEO and President of Concerned Women for America Legislative Action Committee
"Motherhood is not an abstraction, but a biological reality grounded in science. Life-affirming care for women and preborn children depends on clarity and accuracy in healthcare delivery, research, and language. AAPLOG Action welcomes the introduction of the Protecting Motherhood Actto help ensure that our patients receive accurate information about their healthcare." - AAPLOG Action

Member Quotes in Support of the Bill:
"I am grateful to co-sponsor this bill with Congresswoman Biggs as it corrects the woke and misguided actions of the Biden administration by restoring respect to all mothers." - Rep. Joe Wilson (SC-02)
"Calling mothers 'birthing persons' isn't inclusive-it's insulting. It denies biological reality, erases women, and injects radical gender ideology into federal law where it doesn't belong. The Protecting Motherhood Actrestores truth and common sense by affirming that motherhood is uniquely female and that sex is a biological fact, not a political slogan." - Rep. Chip Roy (TX-21)
"Federal law should reflect biological reality, not woke identity politics. I'm proud to cosponsor the Protecting Motherhood Actto ensure that the word 'mother' is not replaced by terms like 'birthing person.' Under the Biden Administration, radical gender ideology distorted how our government defines biological sex and motherhood. Now, with President Trump in office, we are reversing this ideological shift and restoring science to our laws." - Rep. Andy Harris (MD-01)
"For years, Democrats have bent the knee to fringe ideologies and waged an assault on pro-family values. The Biden administration's decision to replace 'mother' with 'birthing person' is a clear example of this overarching trend. I applaud Rep. Sheri Biggs for working to reverse this inexplicable action and for codifying gender on the basis of biological sex." - Rep. Eli Crane (AZ-02)
"Motherhood is not 'gender-neutral.' Misnomers courtesy of the radical Left muddy a simple principle about the human species: when a woman gives birth, she assumes the role of mother, and the man, father. Terms like 'pregnant person' are progressive misogyny at their finest, and not only denigrate women, but erase them altogether. Including terms like these in federal policy falsely validates those suffering from gender dysphoria and any number of additional afflictions listed in the DSM-5." - Rep. Scott Perry (PA-10)
"Radical gender ideology is a threat to both women and society as a whole. The Biden administration's insistence on replacing the word 'mother' with 'birthing person' was nothing less than a direct attack on common sense and reality. I am grateful to join with Representative Harris to protect the institution of motherhood by codifying President Trump's Executive Order 14168." - Rep. Greg Steube (FL-17)
"The Radical Left has spent years attempting to erase women and redefine motherhood. The Protecting Motherhood Actaffirms biological reality and ensures that women are clearly recognized and protected under federal law." - Rep. Mary Miller (IL-15)
