Assemblymember Fong’s 2026 Legislative Package Heads To Governor Newsom’s Desk

SACRAMENTO, CA - Assemblymember Mike Fong (D-Alhambra) announced that his 2026 legislative package has successfully advanced through the California Legislature, with three bills already signed into law and 11 additional measures now awaiting action by Governor Gavin Newsom. Together, the bills advance priorities to expand educational opportunities, strengthen California's workforce, support students and families, and create pathways to long-term economic mobility.

"I look forward to working with Governor Newsom to get these bills across the finish line and ensure their benefits reach Californians throughout our state."

The following bills are awaiting action by Governor Newsom:

AB 775 - Behested Payments:

Requires behested payment reports to be filed electronically with the Fair Political Practices Commission.

AB 1809 - Job Order Contracting Sunset Extension:

Extends the authorization for school and community college districts to use Job Order Contracting by 10 years.

AB 1829 - CalWORKs Recipient Education Program:

Allows community colleges to provide basic needs assistance and expand work-study opportunities for CalWORKs students.

AB 1871 - Dual Enrollment:

Expands access to dual enrollment programs at K-12 schools by removing barriers for students.

AB 2206 - Career Technical Education Teaching Credential:

Allows community college baccalaureate degrees to count toward teacher credential requirements and prohibits the colleges from offering teacher preparation programs.

AB 2329 - Caltrans 710 Homes:

Updates the sale process and establishes a loan program for surplus State Route 710 properties to facilitate sales to tenants.

AB 2374 - Asian American and Native Hawaiian Pacific Islander (AANHPI) Designation:

Creates a state designation recognizing colleges and universities committed to serving AANHPI students.

AB 2392 - AI Tools:

Establishes a CSU, Community Colleges, and UC working group to develop standards for responsible GenAI training and procurement, and provide training to students, faculty, and staff.

AB 2436 - In-State Tuition for Olympic Athletes:

Permanently allows eligible Team USA student-athletes training in California to qualify for in-state tuition.

AB 2466 - Strong Workforce Program:

Allows Strong Workforce Program funds to support paid work-based learning.

AB 2523 - CCC/CSU/UC Governing Board Contact Information:

Requires CSU and community colleges, and requests UC, to make governing board members' biographies and contact information publicly available online.

Governor Newsom has already signed three additional bills authored by Assemblymember Fong:

AB 1928 - Title IX - Support Individuals:

Ensures students involved in Title IX proceedings to have both a support person and an advisor.

AB 2341 - Language Translations During Emergencies:

Clarifies a requirement that local agencies provide translations during an emergency.

AB 2726 - Surplus Technology in K-12/CCC:

Establishes a process for schools and community colleges to dispose of surplus technology and equipment.

The remaining bills now await action by Governor Newsom, who has until September 30 to sign or veto legislation sent to his desk at the end of the legislative session. Assemblymember Fong is urging the Governor to sign the remaining measures into law.
