The Cass County Commission has approved an additional $1,667,469 in funding to support the Maple River Water Resource District's flood protection project in the City of Davenport, reaffirming the county's commitment to protecting residents, businesses and critical infrastructure from the impacts of overland flooding caused by the Sheyenne River.
The project will construct an earthen ring levee around Davenport. A June 2018 feasibility study evaluated multiple alternatives for addressing the city's flood risk and ultimately determined that an earthen ring levee is the most cost-effective solution. Designed to protect the community from a 100-year flood event, the levee will safeguard homes and businesses while eliminating the federal requirement for flood insurance for many property owners.
More than 250 residents and over 100 households stand to benefit from the project, which is expected to save Davenport residents an estimated $358,000 annually in flood insurance premiums. Davenport is also home to several businesses and community institutions that serve the surrounding rural area, including a post office, community center, churches and businesses supporting the retail, agricultural, automotive and hospitality industries.
"Protecting our communities from flooding is one of the county's most important responsibilities," said Cass County Commissioner Duane Breitling. "This investment reflects the Commission's dedication to supporting projects that provide long-term benefits for residents, strengthen local economies and improve quality of life for future generations."
The total cost of the project is estimated to be $7,301,702. The breakdown of the funding is as follows:
