The Knoxville-Knox County Office of Housing Stability (OHS) today (Sept. 30, 2025) announced the formation of a new Continuum of Care (CoC) Board of Directors and the release of a three-year strategic plan to strengthen the community's homelessness response system.
The new board brings together community leaders with diverse expertise from health care, social services, local government, law enforcement, and individuals who have personally experienced homelessness. "This is a well-qualified and experienced team that will guide the CoC as it works to make homelessness rare, brief, and non-recurring across Knoxville and Knox County," said Erin Read, Executive Director of OHS. "This Board brings together the experience and commitment we need to implement our new strategic plan and create lasting solutions. Their leadership will be vital to ensuring that everyone in our community has a safe and stable place to call home."
A Continuum of Care (CoC) is the U.S. Department of Housing and Urban Development's local planning body charged with coordinating the full range of housing and services needed to prevent and end homelessness. The CoC leads community-wide planning, sets shared goals and performance standards, manages federal homelessness funding, and uses data to drive decisions so resources are targeted where they are most effective.
The three-year plan -- developed with broad input from service providers, people with firsthand experience of homelessness, the general public, and local government -- sets five key goals:
1. Ensure a homeless services system that responds with urgency and efficiency
2. Prevent homelessness
3. Reduce unsheltered homelessness
4. Increase access to permanent housing for homeless households
5. Expand funding capacity and sustainability of the homeless services system
These goals include measurable objectives and performance metrics, aligning Knoxville-Knox County's efforts with U.S. Department of Housing and Urban Development (HUD) requirements and evidence-based best practices. The plan is posted on the OHS website.
