Norway joins CAVS Procurement Framework Agreement

Norway has signed the Common Armoured Vehicle System (CAVS) Framework Agreement which allows serial procurement of CAVS 6x6 vehicles. The CAVS Framework Agreement has been already signed between Finland, Latvia, Sweden, Germany and Denmark.

Norway entered to Finland-led CAVS Programme in 2025 together with the United Kingdom.
- Norway's progress in the project further strengthens Nordic interoperability and regional operational capability, and supports the development of a technological and industrial base that is critical for security of supply, says Brigadier General Engineering Juha-Matti Ylitalo, Chair of the CAVS Programme Steering Committee and Deputy Chief of the Defence Forces Logistics Command.

The goal of the CAVS Programme, which was launched in cooperation between Finland and Latvia in 2020, is to develop an armoured 6x6 vehicle system for the needs of European and NATO nations. Vehicles are already being delivered to Finland, Sweden, Latvia and Denmark and deliveries will soon start to Germany. The CAVS Programme is open to European and NATO nations with similar 6x6 armoured vehicle requirements.

The CAVS Programme allows participant nations to procure modern armoured vehicles quickly and cost-effectively. The nations participating in the CAVS Programme benefit from common procurement, product development and life-cycle management.

The CAVS Programme is expected to continue well into the 2030's and the cooperation is continuing over the lifecycle of CAVS system at least into the 2060's, providing sustained and long-term support for the development of European defence infrastructure and the overall security of the continent. This extended timeline allows for continuous improvement in technology, adaptation to emerging threats, and the integration of new capabilities. In addition to bolstering the defence sector, the Programme contributes to broader goals of European collaboration, fostering closer ties between participant nations and strengthening collective security efforts within the continent.
