Today, at the first EU-Armenia Summit, the European Commission launched a Call for Expressions of Interest aimed at identifying concrete investment opportunities across key sectors in Armenia - such as transport, energy, and digital - and accelerating their implementation. This Call will help translate the recently announced Connectivity Partnership between the EU and Armenia into tangible outcomes.
At the Summit today, six Letters of Intent were also signed, providing an initial indication of the types of strategic investments that the Call is designed to mobilise.
Advancing cross-regional connectivity and economic cooperation between the EU and Armenia was a central message from the Summit. In this context, by targeting key sectors of Armenia's economy, the Call will boost the country's socio-economic transformation while deepening engagement between EU and Armenian private sectors.
The new investments will upgrade infrastructure, create jobs, enhance skills, and foster innovation, thus contributing to long-term prosperity for citizens in both Armenia and the EU.
Building on the Global Gateway strategy and the EU-Armenia Comprehensive and Enhanced Partnership Agreement, this initiative will further reinforce the EU's role as a reliable and constructive partner.
What are the priority areas
The Call targets investments that advance connectivity, human capital, and economic modernisation.
In line with the broader Cross-Regional Connectivity Agenda and the EU-Armenia Connectivity Partnership launched today, projects will target energy, transport, and digital sectors.
The Call also prioritises investment in education and research, healthcare capacity and supply chains, as well as advanced manufacturing and industrialisation, including technology adoption and higher value-added production.
Who can apply
The Call is open to private companies, joint ventures, and consortia established in the European Union, European Economic Area or Armenia.
Submitted projects must be located in Armenia. Proposals must involve a minimum investment of €30 million, with at least 20% equity or own-resources contribution from the project promoter.
Participation does not create any partnership or legal relationship with the European Commission, nor does it guarantee financial support from the EU or partner financial institutions.
How to apply
The submission portal opens on 5 May 2026 and will remain accessible for 12 months.
Proposals will be assessed on a rolling basis by committees meeting quarterly, in accordance with the criteria set out in the Call, ensuring a fair and transparent process.
All applications must be submitted through the designated portal.
Background
Economic cooperation between the EU and Armenia has already delivered tangible results under the Global Gateway strategy, as well as the EU-Armenia Comprehensive and Enhanced Partnership Agreement and its Strategic Agenda.
In 2024, the EU supported 11,853 small and medium-sized enterprises (SMEs) through 40 projects, generating over 27,300 new jobs, €232 million in additional income, and a 17.2% increase in SME turnover.
In 2025, new EBRD-financed projects were signed, advancing trade diversification through the Yerevan Customs and Logistics Centre and expanding business opportunities for local communities.
