GENTEXT/REMARKS/1. This MARADMIN announces change 1 to
reference (a). This 45-day message outlines changes to the feeders,
zones, and allocations for the Fiscal Year (FY) 2026 SMCR, IMA, and
IRR SNCO promotion selection board. Questions related to these
changes should be directed to RAP-2 listed in paragraph 9.c.1.
Other than the changes outlined in this MARADMIN; all instructions,
details, and authorities specified in reference (a) remain in
effect.
2. Board Preparation Guidance. Marines are advised to review
reference (a) for guidance regarding submission of information,
auditing of record, and requests for non-selection prior to the
convening date of the board. Marines are also highly encouraged to
submit a complete Reserve Qualification Summary (RQS) as part of
their board correspondence by no later than 27 June 2026.
3. Professional military education (PME) requirements
3.a. Marines who have completed either the active or reserve
resident PME school will be considered PME complete for promotion
purposes. The College of Distance Education and Training (CDET)
Enlisted College Distance Education Programs are equivalent to their
respective Staff Noncommissioned Officer Academy (SNCOA) resident
school.
3.b. It is critical that eligible Marines ensure their record
includes evidence of PME completion. Evidence of PME completion
within a Marine's record is defined as the applicable school code
in the Marine Corps Total Force System (MCTFS) and/or the course
completion certificate in the Official Military Personnel File
(OMPF).
4. Reserve Categories
4.a. SMCR/IMA Population. All SMCR, IMA, will be considered for
promotion in the SMCR category.
4.b. IRR Population. All eligible IRR Marines will be considered
for promotion in the IRR category.
4.c. Marines assigned to Extended Active Duty (EAD) recruiting will
be considered for promotion in the reserve component they are
assigned to on the date the board convenes based on their PMOS
promotion zones.
5. Retirement Points Requirement
5.a. The Career Retirement Credit Report (CRCR) provides
documentation if a Marine has achieved the applicable minimum point
requirement. It is the responsibility of each Marine to ensure the
CRCR is accurate and certified prior to the convening date of the
board, this can be done via MOL. Marines should identify
discrepancies and provide updating or modifying CRCR information to
their inspector-instructor or commanding officer.
5.b. SMCR Marines affiliated with their current component after
8 July 2024, must have at least 50 points in their CRCR for the
anniversary year completed prior to the convening date of this board
to be considered for promotion. Marines who do not meet the 50
points requirement will not be considered for promotion and will not
incur a failure of selection.
5.c. To be eligible for promotion consideration by the
IRR promotion selection board, Marines must be an active participant
in the IRR and have earned at least 50 reserve retirement credit
points in the anniversary year completed prior to the convening of
this selection board.
6. E8 and E9 Consideration and Selection
6.a. General Info. Gunnery sergeants and first sergeants, who
are members of the IRR and are eligible for consideration for
selection to first sergeant and sergeant major respectively,
will compete for selection in the SMCR category. IRR gunnery
sergeants considered for selection to first sergeant in the SMCR
who are not selected and eligible for selection to master sergeant
will be considered for selection to master sergeant within the IRR
category. IRR and SMCR first sergeants considered for selection to
sergeant major and not selected will incur a failure of selection.
6.b. Selection to First Sergeant
6.b.1. Fitness Report. Gunnery sergeants are no longer required
to submit a letter of intent to MMPB-11 for eligibility, however,
only those Marines whose most recent fitness report has an "F" in
block 8h will be considered for selection to first sergeant.
6.b.2. Questions regarding available SMCR first sergeant and
sergeant major billets should be addressed to Sergeant Major B. J.

7. Feeder MOS chart. The table below lists the MOS's that
"feed into" the Intended MOS (IMOS) at the next higher grade
indicated. Marines serving in a basic MOS will be considered in
their IMOS. Marines who have a Primary MOS (PMOS) listed in column
(A) as a feeder MOS will compete for promotion to the IMOS listed
in column (B), provided they meet the eligibility requirements
listed in paragraph 8 below. For proper order read left to right.
