The Division of Air Quality, proposes to approve the following requests:
Pete Lien & Sons Incorporated (F026701, P0040079):
CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Pete Lien & Sons Incorporated to authorize the lime kiln (CKD001) to fire natural gas in addition to coal and petroleum coke (coke). The modification will give the lime kiln (CKD001) the ability to burn natural gas as the primary fuel and coal and coke as a secondary fuel to natural gas. The Jonathon Lime Plant & Lime Kiln Dust Landfill is located within Section 2, T17N, R73W, approximately nine (9) miles north of Laramie, in Albany County, Wyoming.
For the duration of the public comment period, the permit application, the agency's analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F026701 and permit number P0040079 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Albany County Library, Laramie, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Albany County Clerk's Office, Laramie, Wyoming. In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.
The Jonathon Lime Plant & Lime Kiln Dust Landfill is subject to Prevention of Significant Deterioration Regulations. The anticipated degree of increment consumption for nitrogen dioxide (NO2) sulfur dioxide (SO2), particulate matter (PM10), and particulate matter less than 2.5 microns in size (PM2.5) are as follows:
• The Class II increment consumption attributable to the Jonathon Lime Plant & Lime Kiln Dust Landfill is estimated to be:
◦ Less than the significant impact level of the annual NO2 increment
◦ Less than the significant impact level of annual SO2 increment
◦ Less than the significant impact level of 24-hr SO2 increment
◦ Less than the significant impact level of the 3-hr SO2 increment
◦ Less than the significant impact level of the 24-hr PM10 increment
◦ 70% of the annual PM10 increment
◦ 42% of the the 24-hr PM2.5 increment
◦ 72% of the annual PM2.5 increment
• The increment consumption at the following Class I areas attributable to the Jonathon Lime Plant & Lime Kiln Dust Landfill is estimated to be:
-- Savage Run Wilderness Area, WY
-- Rawah Wilderness Area, CO
◦ Less than the significant impact level of the annual NO2 increment
◦ Less than the significant impact level of the 3-hour, 24-hour, and annual SO2 increments
◦ Less than the significant impact level of the 24-hour PM2.5 increment
◦ Less than the significant impact level of the annual PM2.5 increment
◦ Less than the significant impact level of the 24-hour PM10 increment
◦ Less than the significant impact level of the annual PM10 increment
