BALTIMORE, MD (Wednesday, February 4, 2026) - Today, Mayor Brandon M. Scott announced the release of the Office of Performance and Innovation's (OPI) CitiStat Annual Report 2025. CitiStat is Baltimore's performance and accountability program. It helps city agencies turn data into action, coordinate across departments, and deliver improvements residents can see - such as safer neighborhoods, cleaner streets, and more reliable services. This report provides a Stat-by-Stat snapshot of 2025 performance: what improved, what barriers remain, and the follow-up priorities documented for the year ahead.
"Every day, our city agencies and workers show up and deliver on behalf of the people of Baltimore - from our DPW workers to our public safety officials to our Transportation Department and so many others," said Mayor Scott. "We want to make sure we're accurately measuring that impact, while also finding ways to consistently improve service delivery. As this report outlines, we've made serious progress - but we know there's also serious opportunity to continue growing and evolving City services."
"Baltimore was the first city to embed data-driven performance management into the everyday work of city government through CitiStat, and we continue that practice today. The Scott Administration leverages CitiStat to ensure our decisions are smarter, more equitable, and focused on delivering real results for our communities," said City Administrator Faith Leach. "This report reflects the extraordinary dedication of the Office of Performance and Innovation and public servants across the City. It also charts a clear path to strengthen how we serve residents and improve routine city services. While more work remains to consistently deliver high-quality services to our residents, CitiStat will be the engine that helps us get there."
"This report documents where agencies showed improvement in 2025, what challenges remain, and the recommendations and next steps that emerged from Stat review," said Executive Director Dartanion Swift-Williams, Office of Performance and Innovation. "It also reflects how the Mayor's Office of Performance and Innovation is building a citywide capability to improve delivery, strengthen data, and improve resident experience. This work depends on public servants who show up every day to prepare, share data, ask hard questions, and follow through after the meeting ends."
