Now accepting proposals from qualified consultants and firms: Help build capacity for climate action in Portland

The Portland Clean Energy Community Benefits Fund (PCEF) is now seeking proposals from qualified consultants and firms to serve as contracted service providers for our program. The service providers selected will provide organizational development services to nonprofit organizations who are PCEF grantees. This is an exciting opportunity to make a meaningful impact by strengthening the infrastructure and capacity those leading the charge on climate action in our city.

We are awarding multiple 'on-call' price agreement contracts across three key service areas:

  • Financial Management Services
  • Leadership, Human Resources, Planning, and Communications
  • Technology and Data Management Services

If you or your firm have expertise in any of these areas and are passionate about supporting equitable climate solutions, we encourage you to apply.

The deadline to apply is February 4, 2026.
