EU position on the FORGE initiative for critical minerals supply chains

The United States has launched the Forum on Resource Geostrategic Engagement (FORGE), a multinational initiative aimed at strengthening and diversifying global supply chains for critical raw materials. The initiative was launched on 4 February 2026 with over 50 countries participating, including EU Member States[1].

This development coincides with recent findings by the European Court of Auditors (ECA), which warn that the EU is unlikely to secure sufficient supplies of critical raw materials by 2030. The auditors highlight continued dependency on a small number of non-EU countries, limited progress on import diversification, slow development of domestic extraction and processing, and very low recycling rates for most strategic materials[2].

In the light of these findings and the objectives of the Critical Raw Materials Act:

  • 1.What is the Commission's assessment of the relevance of the FORGE initiative in addressing the supply vulnerabilities identified by the ECA?
  • 2.What is the Commission's assessment of the potential for EU involvement with FORGE to support EU supply chain resilience for critical minerals?
  • 3.In the Commission's estimation, what effect would participation or non-participation have on the EU's ability to secure sufficient supplies of the critical raw materials required to meet its clean energy, industrial and defence objectives?
