Advancing PAC-3 MSE Component Production in Spain

This week, Lockheed Martin celebrated two major advancements for its Spanish industrial partners- Grupo Oesía and Sener, towards PAC-3® Missile Segment Enhancement (MSE) component production in Spain.

On January 20, 2026, Lockheed Martin officially awarded Tecnobit, the Grupo Oesía brand specialized in cutting-edge electronic solutions, a purchase order to begin work on developing their production line for highly specialized PAC-3 MSE cables and harnesses. Lockheed Martin and Grupo Oesía executives joined officials from the Ministry of Defense for a formal signing ceremony the same day. Through this project, Tecnobit-Grupo Oesía will expand their current capability and processes to meet the rigorous requirements.

Earlier in the week, Lockheed Martin participated in Sener's ground breaking ceremony on their new Patriot Center of Excellence building where Sener will produce actuators for PAC-3 MSE, following a production line validation by the U.S. Government. Lockheed Martin awarded Sener a purchase order in December 2024 to begin the design and implementation of their production line for the PAC-3 MSE actuator.

"The progress Sener and Grupo Oesía have made towards realizing their production objectives is a win for both the U.S. and Spain homeland defense," said Brian Kubik, vice president of PAC-3 Programs at Lockheed Martin. "Spanish Industry's participation in the PAC-3 MSE supply chain provides enhanced resiliency to the PAC-3 supply chain as we increase production and deliver critical industrial proficiencies to Spain."

BACKGROUND: HOW SPANISH INDUSTRY SUPPORTS THE PAC-3 MSE

As the world's most advanced air defense missile, the PAC-3® Missile Segment Enhancement (MSE) offers Spain enhanced protection against advanced air and missile threats. With unique hit-to-kill technology that defeats threats through direct contact, PAC-3 MSE defends against tactical ballistic missiles, cruise missiles, hypersonics and aircraft.

Officials from the United States and Spain formalized an agreement for Spain to acquire PAC-3 MSE and related support equipment in 2024. As part of the procurement, Lockheed Martin also signed Memorandums of Understanding with Grupo Oesía and Sener to enable future production of PAC-3 MSE components in Spain.

The successful advancements of both companies' industrial projects set the stage for a four-year implementation phase that will culminate in the delivery of fully certified components to Lockheed Martin's PAC-3 MSE all-up-round production line in Camden, Arkansas. Lockheed Martin will continue its close partnership with both companies including regular progress reviews and technical assistance.
