NTCA Proposes Process to Determine Impacts of Competitive Overlap on Universal Service

(November 7) In a meeting with staff from the FCC Wireline Competition Bureau, NTCA discussed the need for greater thought and analysis in translating coverage depicted on the National Broadband Map to determine the impacts of competitive overlap on universal service. The association proposed a process for how the commission could address a question previously teed up in a Petition for Reconsideration regarding the translation of Broadband Data Collection data into competitive overlap estimates where there's shared capacity in the last mile network. NTCA also raised the importance of addressing the availability of ongoing support for existing networks in a particular fact pattern.
