Ohio House Passes Bill to Update Certificate of Qualification for Employment Program

COLUMBUS-State Representative Gary Click (R-Vickery) is pleased to announce the Ohio House of Representatives today passed House Bill 268, legislation to update the Certificate of Qualification for Employment (CQE) program, enhancing its effectiveness for Ohioans going through the rehabilitation process while strengthening Ohio's workforce.

House Bill 268, championed by Click and State Representative Latyna Humphrey (D-Columbus), will allow individuals to apply for a CQE one year after their release from incarceration, aligning with the Certificate of Qualification for Housing (CQH) program. Under current law, individuals with a felony conviction must complete up to five years of Community Control Sanctions and then wait an additional year before they are eligible to apply for a CQE, creating barriers to reintegration and rehabilitation.

"Barriers to reintegration into society feed higher rates of recidivism and reincarnation. This profits no one. Individuals rebuilding their lives benefit themselves and society when they are given reasonable opportunities to demonstrate rehabilitation and value to their community. House Bill 268 does exactly that," said Click.

This legislation will simply update the CQE eligibility timeline for individuals with felony convictions. It will not change the application process, disqualifying offenses, or the requirement for judicial review.

House Bill 268 now moves to the Ohio Senate for further consideration.
