Message for the International Day Against Drug Abuse and Illicit Trafficking

VIENNA, 26 June (UN Information Service) - On this International Day against Drug Abuse and Illicit Trafficking, the International Narcotics Control Board (INCB) calls attention to the world drug problem that remains both persistent and rapidly evolving. As reflected in this year's theme - "World drug problem: persisting issues, new challenges, innovative responses" - longstanding concerns continue alongside emerging threats that demand new and adaptive solutions.

The international drug control system, anchored in the three drug control conventions, has the overarching goal of safeguarding the health and welfare of humankind. Today, this objective is as relevant as ever. Illicit drug markets are becoming increasingly sophisticated, driven by synthetic substances and exploitation of digital platforms and globalized supply chains. At the same time, disparities in access to controlled medicines for pain relief and treatment of various conditions persist, underscoring the need for balanced and effective implementation of the conventions.

In response, INCB continues to support Governments through practical and innovative tools. Through its precursor control programme, platforms such as PEN Online enable real-time monitoring of international trade in precursors, while PICS enhances intelligence-sharing and coordination on incidents involving chemicals. Complementing these tools, INCB provides operational guidance, training, and new initiatives covering equipment and materials, with the aim of strengthening national capacities and preventing diversion to illicit drug manufacture.

Through the Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme, INCB has pioneered responses to the trafficking of synthetic drugs and non-controlled substances. GRIDS tools enable frontline authorities to exchange actionable information in real time, identify emerging substances, and disrupt trafficking networks exploiting online platforms and modern distribution channels.

These operational efforts are further reinforced by the INCB Learning Programme, which strengthens the capacity of national authorities through tailored training, e-learning and technical support. By enhancing understanding of the conventions and promoting best practices, the programme enables countries to make full and effective use of INCB's tools in line with their treaty obligations, and with the ultimate objective of ensuring availability for medical and scientific purposes while preventing diversion.

These initiatives demonstrate how innovation, cooperation and data-driven approaches can strengthen the implementation of the international drug control framework. At the same time, effective action requires a comprehensive, balanced and human-centred approach. Prevention, treatment, recovery and social reintegration must remain central to drug control, guided by evidence, respect for human rights and a strong public health focus.

International cooperation remains indispensable. No country can address these challenges alone. By working together to uphold the conventions and advance innovative responses, the international community can better protect individuals and societies from the harms associated with drugs.

On this day, I urge Governments, international organizations and civil society to renew their commitment to safeguarding health and welfare through coordinated, forward-looking and compassionate action. Together, we can meet both enduring and emerging challenges and build safer, healthier societies for all.
