The City of Tucson's Housing and Community Development (HCD) department invites community organizations to apply for funding to implement Action Activities in the 29 th Street Thrive Zone. Established by Mayor and Council in 2022, the 29 th Street Thrive Zone aims to strengthen community connections, build local capacity, and support resident-led improvements in the area between Alvernon to Craycroft and 22 nd Street to Golf Links. The Thrive approach takes a holistic view linking physical enhancements with greater access to education, services, jobs, and community-driven safety strategies.
Action Activities are neighborhood-specific improvement projects selected by 29th Street Thrive community leaders after two years of engagement with residents. These projects help build community trust and support the implementation of the Thrive Zone's longer-term Transformation Plan, which launched publicly in January 2025.Selected awardees will conceive and implement the projects, with final approval by the Tucson Mayor & Council. A total of $1.3 million will be awarded for eight Action Activities
This Call for Projects is focused on Action Activities in three areas:
Localized Refugee Resources: Community input highlighted a strong need for expanded refugee support in the 29th Street Thrive Zone, which has one of the largest concentrations of refugees in Tucson.
Legal Assistance for Tenants: Engagement and community outreach revealed the need for additional support for renters in the 29th Street Thrive Zone, with a focus on increased access for legal support.
Garden-in-a-Box and Gardening Workshops: Through a range of extensive community engagement meetings, events, and workshops, 29th Street Thrive Zone community members identified a need for increased urban greening, planting, and gardening in the neighborhood.
Organizations awarded funds through this Call for Projects will work in coordination with the 29th Street Thrive Zone team at HCD, along with 29th Street Thrive Zone partners.
Non-profit organizations with IRS 501(c)(3) designation and local/state government agencies may respond to the Call for Projects for this Action Activity. Grassroots organizations without 501(c)(3) status may apply with a fiscal agent which meets all eligibility requirements, and collaborative efforts between one or more entities are welcomed.

Planning and community engagement for the 29th Street Thrive Zone is led by the City of Tucson Housing and Community Development department (HCD), with staff dedicated to the 29th Street Zone area. Other City of Tucson departments are involved as technical advisors and with roles on specific projects. HCD works with external consultants and community partners, as well as a group of "Promotores" - resident leaders selected to serve as community ambassadors and liaisons to 29th Street Thrive efforts.
