Dallas health official receives outstanding government service award

WASHINGTON-The American Medical Association (AMA) presented Philip Huang, MD, MPH, with the AMA Award for Outstanding Government Service. As director of Dallas County (Texas) Health and Human Services (DCHHS), Dr. Huang has strengthened public health infrastructure, addressed chronic disease and HIV, and led efforts to modernize the county's public health data systems.

During the COVID-19 pandemic, Dr. Huang served as a spokesperson for Dallas County, educating the public on prevention measures and the importance of vaccination. He worked to combat vaccine hesitancy and ensure resources reached underserved and high-need communities. Under his leadership, more than 600,000 vaccines were administered through DCHHS and county efforts.

"Dr. Huang has demonstrated exceptional leadership in advancing evidence-based public health initiatives and guiding communities through complex health challenges," said AMA Board Chair David H. Aizuss, MD. "His work during the pandemic helped expand vaccination efforts, counter misinformation, and earn the trust of the communities he serves. His decades of experience in public health have ensured that science, data-driven policy, and community engagement remain at the center of local health leadership. It is an honor to present Dr. Huang with the AMA Award for Outstanding Government Service."

Dr. Huang has served as health authority and director of DCHHS since 2019. Prior to his current role, he served for 11 years as medical director for the Austin Public Health Department. He also served at the Texas Department of State Health Services where he led statewide efforts to reduce tobacco use, testifying at more than 40 city council hearings to support adoption of smoke-free ordinances.

He also served two years as an Epidemic Intelligence Service officer with the Centers for Disease Control and Prevention, where he conducted epidemiologic studies in chronic disease and infectious disease outbreak investigations.

Dr. Huang earned his undergraduate degree in civil engineering from Rice University, his medical degree from the University of Texas Southwestern Medical School, and a Master of Public Health from Harvard University.
