NOTICE TO THE PUBLIC AND REQUEST FOR INFORMATION

LAS 35515

Arctic Slope Regional Corporation Earth Works

July 11, 2025

Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: Arctic Slope Regional Corporation (ASRC) Earth Works

PROJECT NAME: LAS 35515

GEOGRAPHIC LOCATION: State lands on the North Slope of Alaska. The permit is general in nature and will cover winter off-road travel on state land north of the Brooks Range between the Colville and Canning Rivers. Specific projects will be approved on a case-by-case basis.

LEGAL DESCRIPTION: State land within the Umiat Meridian, including shorelands, tidelands, and submerged lands.

REQUESTED ACTIVITY: ASRC Earth Works would like to do winter off-road travel to repair the Oliktok Road for the Army Core of Engineers and US Air Force. An ice road will be constructed adjacent to the proposed road and powerline alignments. The powerline alignments will be adjudicated via utility easement. This notice is for the adjudication of the off-road travel permit only. Off-road travel will be done winter 2026 to do the necessary repair work, travel will be done via ice road adjacent to the proposed road and powerline alignments.

Repair work is anticipated to begin January 2026 and end in May 2026.

REQUESTED TERM: 5 years

DEADLINE FOR COMMENTS: July 25, 2025

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
