Policy Practice Joint Events

The EU Knowledge Hub on Prevention of Radicalisation recently concluded a series of Policy-Practice Joint Events (PPJEs) bringing together policymakers, practitioners, researchers and civil society actors to strengthen evidence-based responses to radicalisation across Europe. The events focused on preventing radicalisation among minors, supporting victims of terrorism, and addressing conspiracy narratives in digital environments.

The PPJE on Preventing Radicalisation among Minors underlined that minors must be recognised primarily as victims of extremism, even when involved in harmful activities. Discussions highlighted the role of psychosocial vulnerabilities, online exploitation, fascination with violence, misogyny and hybrid extremist narratives. Participants stressed the need for early detection, child-centred safeguarding frameworks, cross-sector cooperation, and stronger digital literacy and resilience strategies tailored to young people.

The PPJE on Victims of Terrorism emphasised the importance of placing victims' voices at the centre of prevention, remembrance and policy development. The event explored how victims' associations can be strengthened through professionalisation, sustainable governance and EU-level cooperation, while ensuring trauma-informed and ethical engagement. Contributions from the event will feed into forthcoming EU Guidelines for Associations of Victims of Terrorism.

The PPJE on Conspiracy Narratives examined how digital ecosystems, algorithmic amplification and emerging technologies such as generative AI contribute to the spread of conspiratorial thinking and its links to radicalisation and violence. Participants highlighted the need to address emotional vulnerabilities, strengthen institutional trust, improve platform accountability, and prioritise systemic and regulatory responses alongside community-based prevention.

The Conclusions Papers from all three events are available below and provide detailed findings and recommendations to support policy and practice across the EU.
