Crescent Park Traffic Calming Project Update

The City Council will consider advancing the permanent installation of the bulb-out at Southwood Drive and East Crescent Drive as part of the Crescent Park Traffic Calming Project at their meeting on August 10, 2026. This update offers a summary of the design the City Council will consider, and offers background on this neighborhood project.

The Crescent Park Traffic Calming Project originated in 2018, in response to local resident concerns about cut through traffic, congestion during peak periods, and vehicle speeds during off peak hours. City staff followed the City's traffic calming process to undertake data collection, evaluate neighborhood conditions, conduct community engagement and develop draft traffic calming concepts for the pilot installation located entirely within the public right-of-way.

Following a series of pilot applications and changes, neighborhood engagement and PTC conversations, the recommendation for Council consideration aligns with similar installations throughout Palo Alto and reflects process to balance resident input with access, engineering best practices and neighborhood concerns regarding speed, cut through traffic and safety. Based on community input and Planning and Transportation Commission discussions, staff have incorporated modifications into the recommended bulbout design including reducing the size of the bulbout, straightening the curb for parking near the approach to the bulbout, incorporating drought-tolerant landscaping and providing a concrete pad adjacent to the on-street parking location.

Pending Council approval of the conceptual designs, staff will prepare final construction drawings and return for Council review and approval of the construction contract for both the traffic circle at Hamilton/Center and the approved design feature at Crescent/Southwood.
