To further optimize the business environment in the capital, enhance its appeal as a destination for talented minds around the world, and build a talent evaluation system aligned with international standards, the Beijing Municipal Bureau of Human Resources and Social Security and the Beijing Municipal Talent Work Bureau worked together to develop the Catalog of Recognized International Professional Qualifications in Beijing (2025 Edition) (the Catalog for short; see Attachment 1 for details). Relevant supportive measures have been organized in a tiered and categorized format, accordingly.
I. Category-Based Convenient Services for Eligible Individuals Coming to Beijing
(I) Certificate Holders Included in List of International Professional Qualifications
Individuals holding professional qualifications included in the List of International Professional Qualifications are, provided that they have established personnel and labor relations with employers in Beijing, eligible for the following convenient services:
1. Chinese nationals can apply for the Certificates of Work and Residence in Beijing.
2. Some qualifications may correspond to intermediate professional titles in specific professional series (professions), enabling holders of such qualifications to apply for senior professional titles in Beijing. Employers in Beijing, based on their operational needs, may hire the best-qualified individuals for relevant professional and technical positions in accordance with established employment criteria and appointment procedures of such positions.
3. For some professional qualifications, corresponding professional skill certificates (with levels/grades specified) can be issued as required. Holders of these qualifications will benefit from the same preferential policies and measures related to skilled talent cultivation in Beijing.
4. Foreign nationals can apply for multiple-entry visas or residence permits valid for up to five years. Those who meet the necessary criteria may access the green channel for permanent residency applications and can apply for port visas through the port visa department of any of Beijing's public security organs.
5. Foreign nationals can apply for work permits without being subject to restrictions on education levels, academic degrees, or work experiences. The maximum age for work permit applications may be raised to 65 years old (or 70 years old for high-end, precision, and sophisticated industries). Those who meet the criteria of foreign high-end talent (Class A) may apply for permits valid for up to five years.
6. Overseas work experiences will be considered equivalent to domestic work experiences in the Chinese mainland.
7. Industrial sectors, enterprises, and public institutions in Beijing are encouraged to offer support and guarantee in innovation, entrepreneurship, talent training, children's education, social security, evaluation and incentives.
(II) Certificate Holders Included in List of Urgently-in-Demand International Professional Qualifications
Individuals holding professional qualifications included in the List of Urgently-in-Demand International Professional Qualifications, provided that they have established personnel and labor relations with employers in Beijing, are also eligible for the following convenient services:
1. The qualifications may correspond to deputy senior professional titles in specific professional series (professions), enabling holders of such qualifications to apply for senior professional titles in Beijing. Employers in Beijing, based on their operational needs, may hire the best-qualified individuals for relevant professional and technical positions in accordance with established employment criteria and appointment procedures of such positions.
2. Chinese nationals who have made prominent contributions on duty may, after being recommended by their employers in Beijing, apply for talent introduction.
3. International professionals who have made outstanding contributions may obtain senior professional titles in accordance with the Senior Professional Title Assessment and Accreditation Measures for Beijing's High-Level Talent, Urgently Needed Talent, Special Talent, and Talent with Unique Techniques. Employers may appoint these individuals to the corresponding professional and technical positions, based on actual operational needs. Public institutions are not subject to the restriction on the total number or that on the structural proportion of positions. Senior professionals can be hired to take second- or third-level professional and technical positions, and deputy senior professionals can be hired to take fifth- or sixth-level professional and technical positions.
4. Chinese nationals are eligible for the talent endorsement policies of Hong Kong and Macao SARs, and can each apply for a multiple-entry talent endorsement valid for one to five years. Foreign nationals can each apply for a talent visa confirmation letter for enhanced exit-entry convenience. Eligible individuals and their families may also apply for visas, other exit-entry documents, and even permanent residency through the same procedures for high-level talent.
5. Individuals who meet the relevant criteria will be covered by Beijing's high-level talent services. The eligibility will serve as a vital reference for the evaluation and selection for relevant talent projects.
6. Individuals who meet the relevant criteria will receive assistance in applying for science and technology plans and projects in Beijing.
(III) Certificate Holders Included in List of "Go-Global" Professional Qualifications
Individuals holding professional qualifications included in the List of "Go-Global" Professional Qualifications, provided that they have established personnel and labor relations with employers in Beijing, are eligible for the following convenient services:
1. Some qualifications may correspond to intermediate professional titles in specific professional series (professions), enabling holders of such qualifications to apply for senior professional titles in Beijing. Employers in Beijing, based on their operational needs, may hire the best-qualified individuals for relevant professional and technical positions in accordance with established employment criteria and appointment procedures of the relevant professional and technical positions.
2. For some professional certifications, corresponding professional skill certificates (with levels/grades specified) can be issued as required. Holders of these certifications will benefit from the same preferential policies and measures related to skilled talent cultivation in Beijing.
3. Chinese nationals are eligible for streamlined processes in applying for passports or obtaining endorsements for traveling to Hong Kong and Macao SARs.
4. Foreign nationals can apply for multiple-entry visas or residence permits valid for up to five years. Those who meet the necessary criteria may access the green channel for applying for permanent residency and can apply for port visas through the port visa department of any of Beijing's public security organs.
5. Foreign nationals can apply for work permits without being subject to restrictions on education levels, academic degrees, or work experiences. The maximum age for work permit applications may be raised to 65 years old (or 70 years old for high-end, precision, and sophisticated industries). II. Grant of Titles via Different Channels
Beijing will promote the grant of its professional and technical titles to the holders of the qualifications listed in the List of International Professional Qualifications Eligible for Beijing's Professional and Technical Titles, by using various approaches, such as direct recognition of certificates, exemption from certain courses, and reduction in examination subjects.
III. Active Introduction of Supportive Policies for Industries
Professionals holding overseas professional qualifications (of financial professionals, accountants, physicians, surgeons, and teachers) included in the Catalog are authorized to perform professional activities within Beijing's administrative jurisdiction, in accordance with the specific implementation measures and operational standards formulated by the relevant competent authorities of the city. These professionals must provide professional services that comply with their professional qualifications in accordance with applicable laws and regulations.
IV. Refinement of Certificate Inquiry and Verification Service Platform for Beijing-Tianjin-Hebei Region
Beijing will optimize its talent service environment, further improve the Beijing-Tianjin-Hebei International Professional Qualification Certificate Inquiry and Verification Service Platform, and facilitate cross-regional talent mobility. The measures include:
1. Beijing will shorten the inspection duration by upgrading the platform's functions and streamlining processes, aiming to provide professional and reliable inquiry and verification services for checking the authenticity of professional qualification certificates in the Catalog (see Attachment 2 for detailed procedures).
2. For individuals who have established personnel and labor relations with employers in Beijing, notarization and accreditation materials for relevant certificates can be exempted based on the inquiry and verification results provided by the platform. The verification results will serve as valid bases for the provision of various services, such as issuance of the Certificates of Work and Residence, talent introduction, issuance of work permits, and registration of foreign physicians and surgeons within Beijing's administrative jurisdiction.
3. Individuals holding professional qualifications included in the Catalog, if employed in the Beijing-Tianjin-Hebei region, will not be required to have their professional qualifications verified again. Instead, they can be directly covered by the corresponding talent policies and measures in accordance with relevant regulations.
V. Establishment of Selection, Adjustment, and Exit Mechanisms for Catalog
Beijing will establish mechanisms that focus on the selection criteria, upgrade approaches, and removal processes, among others, for the Catalog to ensure that it remains accurate and up-to-date. Beijing will strengthen the multi-dimensional tracking and monitoring of the professional qualifications selected in the Catalog, specifically covering certification issuance, compliance with technical requirements, and tangible outcomes of certificate holders' innovation and entrepreneurship activities in Beijing. Qualifications deemed non-compliant through monitoring will be removed from the Catalog.
This notice shall be implemented upon the date of issuance. Concurrently, the Notice on Printing and Distributing Catalog of Recognized International Professional Qualifications in Beijing (Version 1.0) (JRSYF [2024] No. 10) shall be repealed.
