Work Across the City: La Costa Avenue Pedestrian Pathway Begins October 26, 2026

Years of planning and community input are becoming reality as construction begins on a safer, more walkable La Costa Avenue.

Construction of the La Costa Avenue Pedestrian Pathway begins Monday, October 26, marking a major milestone for a project designed to improve pedestrian and bicycle access along this important Leucadia corridor.

The project has been several years in the making. City Council funded the initial design in 2023, followed by a community meeting in February 2024 where residents reviewed plans, asked questions and shared feedback. Since then, the City has worked through design refinements, permitting and funding to move the project toward construction.

A significant step came in December 2025, when the San Diego Association of Governments (SANDAG) awarded the City approximately $1.2 million through its Smart Growth Incentive Program. City Council approved the final design in June 2026 and awarded the construction contract in August, clearing the way for work to begin this fall.

What's Coming to La Costa Avenue?

The improvements include approximately half a mile of new, 4-foot-wide pedestrian pathway along the south side of La Costa Avenue between I-5 and Vulcan Avenue, along with a buffered bike lane. Additional improvements include 15 ADA-compliant curb ramps, upgraded street crossings and driveways, and a new section of sidewalk along North Vulcan Avenue.

Together, these improvements will provide more dedicated space for people walking and biking while improving accessibility and connections throughout the corridor.

What to Expect During Construction

Construction is scheduled for October 26, 2026, through spring 2027, with work generally taking place Monday through Friday, from 7:45 a.m. to 4:15 p.m.

Residents and commuters should anticipate construction noise and temporary traffic impacts. No road closures are expected, but pedestrian access through the work area will be restricted during certain phases. Please use alternate pedestrian routes when necessary.

The La Costa Avenue Pedestrian Pathway is part of the City's Work Across the City initiative, highlighting infrastructure projects that improve safety, mobility and connectivity throughout Encinitas.
