New National Regulatory Framework for Drone Use

A new law and a new regulation came into effect at the end of 2025. This national regulatory framework complements existing European legislation and introduces, among other things, criminal penalties for non-compliance with the rules, as well as fees for certain procedures.

Reminder: Using drones entails certain obligations:

• Registration as an operator before any activity.
• Compliance with access conditions for geographic zones available via Geoportail. BE CAREFULL- These zones are the only legally applicable ones and may differ from those provided by the drone manufacturer.
• Appropriate training depending on the type of drone.
• An operational authorization for any operation falling under the SPECIFIC category (e.g., cleaning or spraying by drone, beyond visual line of sight/BVLOS flights, etc.).

Failure to comply with these obligations may result in criminal penalties.

In addition, this new national framework introduces other changes:

• It is now possible to register a minor aged 14 as a UAS operator in the "OPEN" category.
• Certain procedures are now subject to fees:
  • €10 for registration or renewal of a UAS operator certificate.
  • €30 for an operational declaration under a standard scenario (STS).
  • €45 for registration for the OPEN A2 theoretical exam.
  • Fees also apply for an authorization request in the "SPECIFIC" category.

All these fees will be implemented starting January 14, 2026, through the following platforms:

• MyGuichet.lu: registration and renewal, STS declaration.
• Learningzone.eurocontrol: registration for the OPEN A2 exam (payment via MyGuichet.lu).
