Thursday 2 October 2025: - The South African Communist Party (SACP) in Limpopo held its ordinary Provincial Executive Committee (PEC) meeting on Sunday 28 September 2025 in Polokwane.
The PEC meeting took place amidst serious political, economic and security related developments nationally and globally - all of which reaffirm the imperative for maximum unity and international solidarity to change the world to respond most favourably to the needs and wants of the most affected class, the working class.
The wars and imperialist aggression in Ukraine, Lebanon and Syria, the US sponsored genocide against the Palestinian people, the immoral economic blockade against Cuba and Venezuela, the illegal occupation of Western Sahara, and the backward monarchical and repressive situation in Swaziland are some of the ills of imperialism that continue to afflict world peace, social order and economic prosperity throughout the world.
The SACP in Limpopo calls on communities in the country and globally to continue to heighten protest actions in solidarity with all the affected people throughout the world. Similarly, we call on the world to continue to endorse and recognise the independent state of Palestine.
To sustain capacity to respond to our provincial, national and global challenges, the SACP continues to develop interventions and programmes that are aimed at strengthening its organisational machinery and agility to mobilise communities and the working class to take charge of their own development and liberation towards a socialist future.
PEOPLE'S RED CARAVAN CAMPAIGN
The People's Red Caravan Campaign is the national initiative of the SACP which was formally activated in June 2025 at Motlhabe village in Moses Kotane province (North West) and followed by Matibidi village in Mpumalanga in July. The People's Red Caravan will reach all provinces, with its continued focus on reaching the masses at grassroots level.
The campaign centres on the theme "The People's movement for self-reliance and sustainability", and aims at building local democratic power, reconnecting with the poor and the working class and working with communities to solve their own challenges of development.
RED OCTOBER CAMPAIGN
On Sunday, 5 October 2025, the SACP will launch the 2025/2026 Red October Campaign in the Eastern Cape. All our districts and branches will participate in the subsequent provincial programmes and events aimed at achieving the objectives of the campaign, amongst which are issues of land, food security and the right to work.
CRIME, CORRUPTION AND CRIMINAL JUSTICE SYSTEM
The SACP in Limpopo welcomes the appointment of the Madlanga Commission of Enquiry into Criminality and Corruption in the Criminal Justice System and commends Lieutenant General Nhlanhla Mkwanazi for his bravery and courage. Whilst the Commission's work is still at an early stage, all indications are that the findings and recommendations will go a long way towards mitigating against capture of our criminal justice system by criminals and corrupt politicians.
We all have a part to play. The PEC calls on members of the public and community organisations to ensure that members of the South African Police Service (SAPS) and other arms of the criminal justice system are held accountable for their actions and that those who are involved in criminality and corruption are exposed and reported to the highest levels of management in the province and nationally. Districts and branches of the SACP are directed to work closely with Community Policing Forums, traditional authorities, religious institutions and other formations in these crime prevention and combatting efforts.
The active participation of our structures and communities in fighting criminality should extend to the private sector and organs of the state, particularly at the level of municipalities. The PEC commends the proactive interest displayed by the Castro Pilusa District (Capricorn) in relation to incidents of corruption and maladministration within the Polokwane municipality, including the case registered with the Hawks a few years ago. We direct all the districts to emulate Castro Pilusa District and take concrete steps against criminality and malfeasance whenever there are tangible allegations and/or evidence.
Whilst the relatively good work done by the police in the province is appreciated, the PEC urges the Provincial Commissioner of the police, Lieutenant General Thembi Hadebe, to up the game and take active interest in auditing dockets and cases that are lying unattended for years at the local level and other components of the SAPS. Regrettably, these include serious cases of GBV and femicide, rapes and abuse of children, stock theft, VBS and Mogalakwena political killings, fraud and corruption in the provincial departments and municipalities, illegal mining as well as several mining related assassinations and other forms of criminality in the ga Mphahlele area. We call on the Premier and MEC responsible for safety and security to assist in taking these matters up with the Provincial Commissioner of the police.
COSATU 40 YEARS AND ROLLING MASS ACTIONS
On 1 December 2025, COSATU celebrates its 40th Anniversary with the main event taking place on 6 December at the Dobsonville stadium in Soweto. The SACP in Limpopo joins the rest of the country in wishing the federation more unity, courage and resilience to continue to confront the challenges of retrenchments and poor working conditions, high cost of living, poverty and ever rising levels of inequality.
Party Structures, all workers and communities are urged to join all COSATU build-up activities, including pickets and a provincial march marking the International Day for Decent Work on 7 October 2025 in Mogalakwena.
We commit our members to continue to engage in programmes aimed at strengthening COSATU branches at the workplace, accelerating unity of the workers across all unions, as well as deepening left oriented working-class consciousness and Marxism Leninism amongst the broader membership.
CONTESTING STATE AND POPULAR POWER: BY-ELECTIONS AND 2026 LOCAL GOVERNMENT ELECTIONS
The PEC meeting paid much attention to the work being done in the arena of contestation for state and popular power as mandated by the 15th National Congress. The Secretariat and the elections co-ordination structures will continue to provide guidance to districts and branches about the modalities related to election preparations.
District Executive Committees are directed to ensure that the SACP participates in all by-elections in the province. The Party will contest all wards in the 2026 local government elections. With the benefit of lessons learnt so far, districts are urged to be proactive, drive the implementation of the campaign with the support of other levels of the Party, and ensure there is coherence, collective effort, inner party unity and discipline, sustain the momentum for building party branches and reconnecting with communities.
As properly conceptualised by the SACP 15th National Congress and affirmed by the SACP 5th Special National Congress, the SACP decision to participate in local government elections is aimed at advancing working-class representation (ensuring that the voices and struggles of the working class and the poor drive local governance), challenging neo-liberal policies, building people's power in our communities, and reconfiguring the Alliance on the ground.
With the ANC officially admitting that it is beset by chronic problems, including a significantly declined quality of leadership at various levels, weak membership, factionalism, gate keeping, crime and corruption, neo-liberalism and embarrassing failure to resolve South Africa's gender, race and class contradictions, regrettably, the Party had no choice but to contend with the reality that the character and orientation of the current ANC is fundamentally different from the character and orientation of the ANC we entered into Alliance with over many decades of the struggle for liberation and reconstruction of the country. This notwithstanding, the SACP will continue to actively advocate for a strong reconfigured Alliance that will prioritise the interests of the working class and poor.
PARTY ORGANISATIONAL MATTERS
Strengthening Party systems and structures at all levels continues to be a priority for all members, supporters and volunteers. In this regard, the province is participating fully in the national Operation Membership Project. Districts and branches are required to pay serious attention to the pressing issue of membership database, audit and verification as co-ordinated by the Provincial Organiser.
The levy debit order campaign remains a crucial element of the SACP's sustainability and capacity to relentlessly defend the national democratic revolution and pursue the struggle for socialism. Accordingly, the SACP pays gratitude to thousands of members and supporters who continue to support the organisation through monthly debit orders and other forms of donations, including those who contribute directly to such community self-reliance projects as community farming and community stores.
The term of office of the current 8th Congress PEC is coming to an end in the next six months. During this period, the PEC commits to vigorously implement the Party programme, the South African Struggle to Socialism, and resolutions of both the March 2022 provincial Congress and primarily those of the 15th National Congress of July 2022.
Three SACP Limpopo districts are due for district congresses this year. The Young Communist League (YCLSA) is also due for a provincial congress. Every effort and support are being made to ensure proper planning and success of the congresses.
As an integral part of this important work of Party Building, branches are once more called upon to continue to work closely with and strengthen ties with community co-operatives, religious fraternity, traditional authorities, Alliance structures and all other progressive organs of civil society.
