New regulations are reshaping how Norway's seafood industry receives wild-caught fish. From January 1, 2027, operators receiving wild-caught pelagic fish must have automatic scales and automatic weighing system (AWS) in place. Wild-caught whitefish operators face the same requirement one year later, from January 1, 2028.
The regulations, introduced by the Norwegian Ministry of Trade, Industry, and Fisheries, are designed to strengthen traceability across the fish supply chain and give authorities better visibility into what is actually being caught and landed.
To help processors meet these requirements as smoothly and as cost-effectively as possible, JBT Marel worked directly with the Norwegian Directorate of Fisheries to develop the AXIN Fish Receiving Process Solution; a purpose-built compliance solution for controlled intake registration, certified weighing data capture, traceability, audit trail management, and automatic compliance reporting to The Directorate of Fisheries.
Announced in early 2026, the new rule requires recipients of wild-caught pelagic fish to use a certified automatic scale and weighing system that ensures all fish received are weighed accurately, with the necessary data stored and electronically transferred to the Directorate of Fisheries at each landing. Weighing and event data must remain accessible for at least five years to support inspections.
Beyond simply recording weight, the regulation requires that weighing data be linked to key identifiers, including the landing location, fish species, details of the receiving operation, and associated weighing activity. The AWS itself must be able to exchange electronic data with fish sales organizations' ticket systems (the final delivery note) and other downstream systems relying on the weighing results. It must also include a built-in function to flag, correct, and resubmit data in the event of errors or gaps in what has been transmitted.
The regulation's core purpose is straightforward: establish consistent, verifiable weighing standards for pelagic fish starting in 2027, and extend the same requirements to whitefish operators in 2028, closing gaps in traceability across the sector. The full regulatory text is available via Lovdata.
AXIN Fish Receiving Process Solution was built specifically to support regulated receiving operations in both pelagic and whitefish facilities. It integrates directly with registered and certified weighing equipment, such as JBT Marel's M2400, so that every weight captured at intake is automatically linked to other key identifiers.
When a landing catch arrives at the facility; employees confirm intake registration on the AXIN Fish Receiving Process Solution user interface. The software captures or confirms vessel, species, weight, time and lot number, size distribution, and other relevant identification details of received fish needed to meet both compliance and sales organization requirements.
Because the system is integrated with certified weighing hardware, each recorded weigh is tied directly to identification data. Ensuring reliable, secure records not obtained when data is entered or reconciled separately.
Built-in workflow validation checks that all required fields are completed, certified weights are captured, and the lot is properly linked before the record is finalized. This creates a fully traceable receiving record, complete with audit history, and automatically reports the required compliance data through the configured regulatory interface. The solution has the flexibility to incorporate delivery notes or sales organization interfaces where needed.
AXIN Fish Receiving Process Solution does multiple tasks simultaneously to assist compliance:
AXIN Fish Receiving Process Solution was created for the Norwegian fish industry to give a clear, tested path to compliance, that makes meeting the 2027 and 2028 deadlines simple, painless, and cost-effective.
