TOMS RIVER, NJ - Since 1984, Ocean County has partnered with the U.S. Department of Housing and Urban Development (HUD) to strengthen neighborhoods, expand affordable housing opportunities and improve the quality of life for residents.
The Ocean County Board of Commissioners will distribute more than $2.7 million in federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program funding in 2026.
"The funds support housing assistance, infrastructure improvements, and community services that enhance quality of life for County residents, with a focus on low- and moderate-income families," said Ocean County Board of Commissioners Director Frank Sadeghi, who serves as a liaison to the program.
Ocean County anticipates receiving more than $1.4 million in CDBG funding, including County-administered funds for Jackson Township. The funding will support a variety of initiatives, including ADA accessibility improvements, housing rehabilitation, public service programs and program administration.
"The CDBG program allows us to assist low- and moderate-income residents through our housing rehabilitation program, bringing owner-occupied dwellings up to state and local code," Sadeghi said. "The modifications improve safety for individuals."
Ocean County also anticipates receiving over $1.3 million through the federal HOME Investment Partnerships Program, which expands access to safe, affordable housing for income-qualified residents.
The HOME funding supports the County's First-Time Homebuyer Program, housing rehabilitation, the development of affordable rental housing through Community Housing Development Organizations, and Tenant-Based Rental Assistance.
"These programs have a meaningful, life-changing impact on our residents. By providing pathways to homeownership, and equipping families with the knowledge and resources to make informed financial decisions, we are helping build stronger, more stable households and communities," Sadeghi said.
Through these funding channels, 13 municipalities will receive $40,000 each, and 12 nonprofits will also receive $198,700, capped at 15% of total funds, to implement these community-centered initiatives. Grant appropriations for municipalities operate on a two-year cycle based on needs.
"We rely on strong partnerships with our municipalities and nonprofit organizations to ensure these investments benefit communities across Ocean County and reach the areas that need them most," Sadeghi said.
