LADWP Reduces Power Connection Timelines and Unlocking Value for New Developments under New Standards and Streamlined Approval Processes

Los Angeles, CA (August 13, 2026) - The Los Angeles Department of Water and Power (LADWP) has deployed new solutions and updates to service connection standards and requirements under the Power Ready LA initiative and Mayor Karen Bass' Executive Directive 19 (ED 19).

To help developers move more efficiently through the design and review pipeline, the department released pre-engineered design templates that can be applied to projects in the planning stage. LADWP introduced the new approach for the most common design challenges encountered by developers eliminating guesswork from the customer and reduce delays by bypassing iterative correction cycles and accelerate approvals, expecting reduced timelines by several months.

"We're looking at every possible avenue to streamline how projects move through LADWP, from modernizing requirements to improving construction standards," said David W. Hanson, Interim General Manager. "Each improvement is aimed at removing hurdles, reducing uncertainty, and giving developers clearer, more dependable guidance so they can advance their projects with confidence and predictability."

For select projects, LADWP also issued updated Construction Work Area Standards to accelerate projects and help unlock property value for developers. The new standards improve truck access, ensure unobstructed work zones, and modernize sidewalk, curb, and loading specifications. These changes will help reduce delays, and give developers clearer expectations throughout design, permitting, and construction, strengthening predictability across the full project lifecycle. Furthermore, the removal of the required on-site servicing area gives developers freedom to build higher-value uses of the space.

These updates are part of LADWP's ongoing ED 19 initiatives to remove longstanding bottlenecks, strengthen communication, and provide developers with transparent, reliable guidance as projects move through the approval process. These new standards were also a result of recent customer feedback through several stakeholder engagements.
