Silver Line Opening Date Announced
The official grand opening day of the Silver Line will be next month Saturday, Oct. 25. The announcement was made in Richardson this morning during Dallas Area Rapid Transit's (DART's) annual State of the Agency briefing held at the Renaissance Hotel.

The 26-mile Silver Line provides new direct links from Richardson to Dallas, Addison, Carrollton, Coppell, and Grapevine with DFW International Airport. Richardson's DART connections to Plano will also increase.

To mark the milestone, DART will offer free rides across the entire system all day. In addition, the Silver Line will be free to ride from Oct. 25 through Nov. 8, giving everyone the chance to experience the service firsthand.

Sherrill Park Head Pro Ronny Glanton to be Inducted into PGA Hall of Fame
The PGA of America announced this week that Ronny Glanton, head professional at the City of Richardson's Sherrill Park Golf Course, has been selected as one of six inductees into the PGA of America's 2025 Hall of Fame Class. The Hall of Fame honors individuals whose lives, careers, service, and support have made significant and lasting contributions to the PGA and its mission to grow the game of golf.

Glanton was inducted into the Texas Golf Hall of Fame in 2022 and was named the PGA of America's Golf Professional of the Year in 2020. He is also a three-time recipient of the Northern Texas PGA's Golf Professional of the Year award. For the past 40 years, Glanton has led Sherrill Park, which is consistently ranked among the top municipal golf facilities in Texas.

The 2025 Hall of Fame class includes:

  • JD Turner

  • LPGA Tour Legend Nancy Lopez

  • PGA of America Honorary Member and adaptive trick-shot artist Dennis Walters

The induction ceremony will take place Wednesday, Nov. 5, during the 109th PGA Annual Meeting at the Omni PGA Frisco Resort.

First Structural Steel Installed at New City Hall
Construction on Richardson's new City Hall reached a major milestone this week as the first structural steel columns were installed Monday on the northeast side of the building's three-story section.

Crews are nearing completion of a three-story concrete masonry staircase, also on the northeast side and visible from Arapaho Road. On the west side of the building, the Council Chamber will be the final section to receive structural steel.

The project, which began in March 2025, remains on schedule for completion in early 2027.

Tax Rate Hearing Held; Budget Hearing and Adoption Set for Monday
A public hearing on the proposed tax rate for the 2025-26 fiscal year was held at the Sept. 8 City Council meeting. A second public hearing, on the proposed 2025-26 budget, will take place at the Sept. 15 City Council meeting. Following that hearing, the City Council will vote on adoption of both the budget and the tax rate.

Anyone wishing to do so may provide comments on the proposed budget either in person at the Sept. 15 meeting or submitting their comments online. The budget hearing will also be streamed live on the City website at https://www.cor.net/CITV, with an on-demand replay available at the same link.

DART TIRZs to Begin Soon in Richardson; Further Study Planned on Board Representation, Mobility Fund
At its Sept. 8 meeting, the Richardson City Council approved a resolution authorizing the City Manager to execute a Tax Increment Reinvestment Zone Interlocal Agreement (TIRZ ILA) with DART by the end of 2025.

Developed earlier this year by DART's Economic Development Working Group, comprised of City Managers from member cities, the ILA will allow DART to contribute future sales tax revenues to local TIRZs for the first time, in much the same way as other taxing units. The change is expected to encourage economic development, increase sales and property tax revenues, and support future growth in DART ridership.

Also discussed at the meeting were DART Board apportionment and the General Mobility Program/Fund. The Council passed a resolution declaring support for each member city to hold a weighted vote on the DART Board while maintaining current Board apportionment, with the expectation that member cities will continue to explore and evaluate future changes as needed.

Vendor Spots Almost Full for Holiday Bazaar, Pawtoberfest
A limited number of vendor spaces remain for two upcoming Richardson events, the Senior Center's annual Holiday Bazaar in November and the City's annual Pawtoberfest in October. Vendor registration for the Holiday Bazaar will remain open until full, while the deadline to register for Pawtoberfest is Friday, Sept. 19.

Holiday Bazaar

  • Richardson Senior Center, 820 W. Arapaho Rd.

  • Friday-Saturday, Nov. 7-8, 9 a.m.-4 p.m.

  • Cost: $35 per table for residents / $40 for nonresidents (includes one 8-foot table and one chair)

  • Eligibility: Artists/crafters age 18+; all items must be handmade by the seller. Tax ID required.

  • Register in person at the Senior Center.

Pawtoberfest

  • Huffhines Park, 1500 Apollo Rd.

  • Saturday, Oct. 18, 10 a.m.-6 p.m.

  • Cost: $100 vendor booth / $75 exhibitor booth

City Council Recognizes Service Dogs
At its Sept. 8 meeting, the Richardson City Council issued a proclamation recognizing service dogs and the national nonprofit Canine Companions, declaring September as National Service Dog Month. Canine Companions has provided free training and placement of service dogs to individuals with disabilities for 50 years, including adults and children living in Richardson.

The proclamation highlighted the "joyful transformative power" of the human-canine bond, the importance of fostering an inclusive community, and encouraged all citizens to "celebrate service dogs and be respectful of the rights to safe access in our community afforded to the adults, children and veterans who lead more independent lives because of their assistance."

Animal Shelter Over Capacity on Dogs; Fosters, Adopters Needed
The Richardson Animal Shelter announced this week that it is currently over capacity with dogs and is seeking adopters and fosters to help provide homes.

With more animals in residence, the Shelter is also in need of additional food and supplies. A list of most-needed donation items is available online, and items can also be left outside the Shelter's front door at 551 N. Plano Rd. (please contact the Shelter in advance if donating large quantities).

Nominations Open for 2025 Community Revitalization Awards
There's still time to nominate properties for the 2025 Community Revitalization Awards, the City's annual program recognizing property owners who have made significant improvements that enhance the community. Eligible entries include homes, retail and commercial buildings, churches, and schools.

Projects considered for nomination may include:

  • Dramatic improvements to properties or structures

  • An exemplary level of refurbishment

  • Total redevelopment of a property or structure

  • Infill development

Since the program was created by the City Council in 1994, nearly 350 properties have been recognized.

Nominations are due by 11:59 p.m. Tuesday, Sept. 30.

City of Richardson Wins National Award for Storm-Response Communications
The City of Richardson's Communications Department has received a Silver Circle Award in the national City-County Communications & Marketing Association's (3CMA) annual Savvy Awards competition. The honor was presented in the Communications and Marketing Tools/Best Use of Social Media Campaign category for cities with populations of 75,000-150,000.

Richardson was recognized for its quick and comprehensive social media coverage following the May 28, 2024 storm-efforts that continued for nearly two months as the community recovered.

Judges praised Richardson's work, noting:

  • "Extremely responsive approach to crisis communication"

  • "Very well coordinated among multiple departments"

  • "The City of Richardson handled the May 28 storm aftermath with clear, timely, and well-coordinated communication across all their social media platforms. The goal to keep the community informed was front and center, and they really delivered."

Richardson East Rotary Club Launches "Make It Happen" Campaign for Annie's Place Pavilion
The Richardson East Rotary Club has launched the "Make It Happen" campaign to fund a custom shade pavilion at Cottonwood Park's Ann Eisemann Inclusive Playground. The pavilion, to be named Annie's Place, will add a welcoming, accessible gathering space for families and visitors.

The campaign began Sept. 1 with a goal of raising $175,000. Fundraising will include the North Texas Giving Day on Sept. 18 (see story below), grant applications and community donations. Annie's Place honors philanthropist Ann Eisemann, whose naming-rights support along with her husband, Charles, helped bring the inclusive playground to life in 2019. The playground features sensory-friendly and accessible equipment, and areas designed for a range of physical and developmental needs.

The pavilion will extend these benefits by providing shade and space for rest, celebrations and programs.

Early Giving Open for North Texas Giving Day
Early giving is now open for North Texas Giving Day, the region's largest community-wide online giving event, scheduled this year for Thursday, Sept. 18. The platform makes it easy to browse more than 3,500 verified North Texas nonprofits and donate to multiple organizations in a single transaction.

Several nonprofits with close ties to Richardson will participate, including:

  • Altrusa International of Richardson Foundation Inc.

  • The Counseling Place

  • The Eisemann Center Foundation

  • Friends of the Richardson Public Library

  • Methodist Richardson Medical Center Foundation

  • Network of Community Ministries

  • Richardson Adult Literacy Center

  • Richardson Citizens Fire Academy Alumni Association

  • Richardson Citizens Police Academy Alumni Association

  • Richardson East Rotary Foundation

  • Richardson ISD Foundation

  • Richardson Reads One Book Inc.

Several local arts and theater groups funded in part by the City's Cultural Arts Commission are also included.

Since its inception in 2009, North Texas Giving Day, coordinated by the Communities Foundation of Texas, has raised more than $600 million to support regional nonprofits.

Fiber Optic Work May Affect Various Lanes Near J.J. Pearce High School through January
Lanes on Mimosa Drive, Coit Road and Campbell Road are expected to be closed from 9 a.m.-3:30 p.m. over the next few months as fiber optic work takes place in stages.

Areas affected include:

  • Intersection of Senior Way and Mimosa Drive (may be one lane with flaggers for the alternate movement of traffic)

  • Right lane of northbound Mimosa Drive between Grassmere Drive and Mimosa Place (may be closed in five different phases in five different locations one at a time)

  • All lanes of northbound Mimosa Drive that are just north of Mimosa Place (may be closed with flaggers for the alternate movement of northbound and southbound Mimosa Drive one at a time)

  • All lanes of southbound Mimosa Drive that are just south of Mimosa Place (may be closed with flaggers for the alternate movement of northbound and southbound Mimosa Drive one at a time)

  • Right lane of northbound Coit Road between Chesterton Drive and Lauder Lane

  • Right lane of eastbound Campbell Road between Coit Road and Lake Park Way (may be closed in three different phases at three different locations one at a time)

The work is expected to finish by late January, weather permitting.

The Richardson Woman's Club (RWC) is kicking off its 2025-26 fundraisers with its annual Bridge Festival. The first day of the festival will be focused on party bridge and the second day is focused on duplicate bridge (the duplicate bridge day includes a mini bridge lesson at 9:30 a.m.). The event also features a silent auction.

Registration closes Thursday, Sept. 18-you may sign up for one or both days.

RWC fundraisers support scholarships and grants to community agencies, distributed through Richardson Woman's Club Charitable Foundation.

Foxboro Park Gets a Deep Clean
Members of Richardson's World Mission Society Church of God helped clean up trash from Foxboro Park last Sunday through Richardson's Community & Corporate Environmental Cleanup Program. The program is open to any group who wants to help beautify Richardson. All supplies are provided, including gloves and trash tongs, and filled bags are picked up when the project is finished.

September Gardening To-do List
The Dallas County Master Gardener Association, Inc. (DCMGA), a division of Texas A&M AgriLife Extension, has released its Garden Task List for September.

The DCMGA's list of tasks to help your landscape be its prettiest and healthiest includes:

  • Divide and re-plant spring blooming perennials such as iris, yarrow, daisies, daffodils and daylilies (late September to early October)

  • Plant chrysanthemums, asters, petunias, marigolds and other fall color plants

  • Sow wildflower seeds and press into soil surface to improve germination

  • Plant cool season fescue grass (through Oct. 15) or overseed established fescue lawns, if needed. If desired, overseed Bermuda with winter rye before mid-October

  • Avoid pruning spring-flowering trees and shrubs during the fall, as pruning now will reduce spring flowers

  • Continue to cut back spent flowers of annuals and perennials to encourage fall blooming until first frost.

  • Trim dead or damaged wood from trees and shrubs, but avoid drastic pruning

The Parks and Recreation Department is looking for individuals with who enjoy working with people in groups of various sizes and has a passion for teaching.
