ISA Welcomes EPA Proposal for Full Biofuel Reallocation

October 13, 2026

Ankeny, Iowa - The Iowa Soybean Association today welcomes the Environmental Protection Agency's proposal to fully reallocate renewable fuel volumes lost to 2025 small refinery exemptions under the federal Renewable Fuel Standard. Protecting the historic renewable fuel volumes established in the 2026-2027 Renewable Volume Obligation rule is critical to sustaining domestic biofuel demand and supporting Iowa soybean farmers as they navigate ongoing economic pressures and seek stronger markets for their crops.

"We thank Administrator Zeldin and the Trump administration for signaling their commitment to farmers by proposing to restore 100% of biofuel demand lost to 2025 small refinery exemptions," said Lee Brooke, ISA president and soybean farmer from Clarinda. "Iowa farmers are navigating a challenging farm economy while bringing in this year's crop. This proposal offers the potential for greater certainty and much-needed domestic demand for soybeans if finalized later this year. We're encouraged by this step forward and urge the EPA to finalize the rule swiftly to help provide the market certainty farmers need."
