CTDOT Plans to Upgrade and Install Advanced Traffic Management Systems in various town is CT

12/15/2025

The Connecticut Department of Transportation (CTDOT) is developing plans to upgrade and install Advanced Traffic Management System (ATMS) along I-91 in Hartford, Cromwell, Newington, Rocky Hill, and Wethersfield. The project also extends along Route 5/15 between I-91 in Hartford and the CTDOT Headquarters building in Newington.

The project involves installing approximately 9 miles of new fiber optic cable within existing conduits between Hartford and Rocky Hill, connecting to an existing cable that extend to Cromwell. Approximately 5.5 miles of new fiber optic cable will be installed in an existing conduit along Route 5 and Route 15. This installation will not require excavation, as the cable will be pulled through current infrastructure.

Additionally, twenty-nine (29) existing traffic cameras between Hartford and Cromwell will be upgraded with new cameras lowering devices and controller cabinets, with five (5) cameras relocated for better access and safety, and one (1) new camera will be added in Wethersfield. Seven (7) existing Variable Message Signs (VMS) will be linked to the new fiber system, plus one (1) more using current connections, enhancing communication and traffic management along the route.

The present schedule indicates that the design will be completed in December 2026, with construction anticipated to start in the fall of 2027, assuming acceptance of the project, availability of funding, receipt of any required right- of-way, and environmental permits. This project will be undertaken with eighty percent (80%) Federal and twenty percent (20%) State funds.

It is the CTDOT's policy to keep the public informed and involved when such projects are undertaken. It is important that the community share its concerns with the CTDOT to assist in the project's development.
