Recent reports indicate that Hungary has agreed on a 12-point plan with Russia to deepen cooperation, while Russia's war of aggression against EU candidate country Ukraine carries on. This raises serious concerns about potential Russian influence on EU decision-making, particularly in the context of the Council's role in adopting sanctions against Russia and foreign policy positions.

  • 1.How does the Council assess the risks that such cooperation poses to the integrity and unity of EU decision-making on sanctions and foreign policy?
  • 2.What concrete measures is the Council taking to prevent undue Russian influence from affecting its deliberations and decisions, including through Member States maintaining close bilateral ties with Russia?
  • 3.In the light of these risks, does the Council consider that mechanisms should be developed and deployed to suspend a Member State's participation in sensitive deliberations where this is necessary to safeguard European security?
