Kern County Board of Supervisors Meeting Recap for August 19, 2025

The Kern County Board of Supervisors met today as scheduled for Tuesday's August 19, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Item No. 1 AM session:

The Board presented a Certificate of Recognition honoring The Arts Council of Kern in presenting Latination 12, a festival highlighting the significant contributions of Latin culture in Kern County. You can watch the presentation HERE.

Item No. 2 AM session:

The Board proclaimed September 2025 as Childhood Cancer Awareness Month in Kern
County.

Item No. 16 AM session:

The Board approved an Agreement with Albertsons Companies to provide prescription pharmacy services for indigent behavioral health clients from August 19, 2025, through June 30, 2030.

Item No. 20 AM session:

The Board conducted the TRUTH Act community forum in accordance with Government Code Section 7283.1(d) regarding local law enforcement agencies interaction with United States Immigration and Customs Enforcement in 2024. You can watch the presentation HERE.

Item No. 31 AM session:

The Board approved a request to explore contracting with qualified experts for external review of child welfare services. You can watch the presentation HERE.

Item No. 34 AM session:

The Board approved a request appropriate unanticipated revenue, in the amount of $336,000 from the California Highway Patrol (CHP) Cannabis Tax Fund Program for the Kern Probation DUI Education Grant program and establish mid-year capital asset acquisitions for a community outreach trailer and truck.

Item No. 1 PM session:

The Board adopted a resolution honoring Lorelei Oviatt, Director of Planning and Natural Resources Department, upon her retirement with 30 years of dedicated service to the County of Kern. You can watch the presentation HERE.

Item No. 5 PM session:

The Board approved a $2,119,000 HOME Program funding agreement with Golden Empire Affordable Housing, Inc. for the North Village Affordable Rental Housing Project. The Board authorized the Chairman to sign, the Planning and Natural Resources Director to execute all necessary documents, and to record the commitment of funds with the U.S. Department of Housing and Urban Development (HUD).

Item No. 13 PM session:

The Board approved and adopted a resolution authorizing filing of an application with Local Agency Formation Commission (LAFCo) to annex Fuller Acres into County Service Area 87 and establish Zone of Benefit No. 3 for the purpose of providing streetlights, Lamont.

Item No. 20 PM session:

The Board approved a report on Kern Biz Façade Improvement Grant Program and related grant template agreement which allows small businesses and property owners in unincorporated Kern County to receive up to $10,000 in one-time grant funds, to improve security, and enhance public benefits through exterior and interior upgrades.

Item No. 21 PM session:

The Board approved contributions to the National Cemetery Support Committee in the amount of $500 to support enhancements and aesthetics for the final resting place of our nation's heroes; and Phillip Campas Foundation in the amount of $500 to support veterans, law enforcement, first responders, active military and their families.

Item No. 22 PM session:

The Board approved contributions to California Living Museum (CALM) in the amount of $500 to support projects and advance educational programs; Arts Council of Kern in the amount of $1,000 for community art projects; Fraternal Order of Eagles #93 in the amount of $500 to support back-to-school backpack giveaway; Kern Community Foundation for Community Empowerment Organization in the amount of $500 to provide mentorship and scholarships; St. George Greek Orthodox Church in the amount of $500 to support children with special needs; and ShePower Leadership Academy in the amount of $500 to support leadership training for young women in the community.

Item No. 23 PM session:

The Board approved a contribution to Casa Esperanza Transitional Home for Women in the amount of $800 to support transitional housing for homeless women and children.

Item No. 24 PM session:

The Board approved contributions to Arts Council of Kern in the amount of $6,000 for the Latination event and community art projects; and CARE-Children's Advocates Resource Endowment in the amount of $3,500 to support charities benefiting children in Kern County.

Item No. 25 PM session:

The Board approved the donation of school supplies valued at $1,100 for children in the Fifth Supervisorial District area to support a successful school year.

Item No. 28 PM session:

There was a public hearing held pursuant to the requirements of Assembly Bill 2561, to report status of job vacancies, recruitment, and retention efforts for Fiscal Year

Item No. 35 PM session:

The Board unanimously approved to enact an ordinance amending Chapter 2.44 to Title 2 of the Kern County Ordinance Code, adding Section 2.44.050 to establish a filing fee to recover costs of processing Assessment Appeal Applications to property tax and implementing a Fee Waiver for eligible applicants. The next meeting of the Board of Supervisors will be Budget Hearings scheduled for August 26, 2025, at 9:00 AM.
