NYS Tax Department Arrests Monroe County Man for Filing False Tax Returns

The New York State Department of Taxation and Finance today announced the arrest of a Monroe County man on 18 felony charges related to income tax fraud.

Daniel Solivan-Feliciano, of Monroe County, attempted to defraud the New York State Tax Department of over $7 million in refunds by filing false tax returns for tax years 2022, 2023, and 2024.

In each of the returns filed, New York State Tax Department Investigators discovered Solivan-Feliciano fraudulently claimed income he did not earn and claimed exorbitant business losses.

"Let this serve as a clear warning to any taxpayers considering lining their own pockets at the expense of honest New Yorkers," said New York State Department of Taxation and Finance Acting Commissioner Amanda Hiller. "Tax fraud is not a victimless crime. It deprives New Yorkers of funds they have paid for valuable services."

"Individuals who try to steal tax refunds must be held accountable," said New York State Department of Taxation and Finance Deputy Commissioner of Criminal Investigations John Harford. "I commend the dedicated work of our NYS Tax Investigators and thank them for their diligent efforts in bringing tax criminals to justice."

Solivan-Feliciano was arrested on April 7, 2026, on 18 felony charges including Attempted Grand Larceny 1st, Attempted Criminal Tax Fraud 1st, Attempted Criminal Tax Fraud 2nd, Attempted Grand Larceny 2nd, and Offering a False Instrument for Filing. He was arraigned before the Hon. Michael Schiano in Monroe County CAP Court and is scheduled for reappearance in the Town of Webster Court on April 22, 2026.

The Monroe County District Attorney's Office is prosecuting the case.
