WASHINGTON (February 04, 2026) - The American Chemistry Council (ACC) today announced that Jack Quinn has joined the organization as Vice President of State Affairs and Political Mobilization, bringing more than two decades of experience in public policy, legislative strategy, and government affairs to the role.
In this position, Quinn will lead ACC's state level public policy and political mobilization efforts, advancing the organization's advocacy priorities and strengthening engagement with state policymakers, industry partners, and key stakeholders across the country.
"Jack's depth of experience at the state level and understanding of how policy, politics, and stakeholder engagement intersect will be invaluable as ACC continues to advance policies that support American innovation, manufacturing, and competitiveness," said Chris Jahn, President and CEO of ACC. "It is essential that policymakers understand how chemistry touches nearly every sector of the economy. Jack's deep experience will help leaders across the country recognize the vital role American chemistry plays in building a healthier, more affordable, more competitive nation.
Quinn is a respected government affairs leader with a proven record of building coalitions, executing policy strategies, and navigating complex political environments. Quinn joins ACC from Regeneron Pharmaceuticals, where he served as Head of State Government Affairs and Stakeholder Development, leading public policy strategy and stakeholder engagement across all 50 states. Previously, he held senior government affairs leadership roles at Cambia Health Solutions (Regence BlueCross BlueShield), Alexion Pharmaceuticals, Sanofi, Vertex Pharmaceuticals, Allergan, and ExxonMobil, directing state legislative and regulatory strategies and managing multi state advocacy teams.
In addition to his private sector experience, Quinn served six years as a Member of the New York State Assembly, where he represented the 146th District and served in leadership roles on the Judiciary, Health, and Higher Education Committees.
Quinn earned his Juris Doctor from the University at Buffalo and a Bachelor of Arts degree from Siena College. He is a member of the New York State Bar.
