Charleston, W.Va. - Today, Governor Patrick Morrisey appointed Joseph R. Kinser to serve as Circuit Court Judge for the 27th Judicial Circuit, serving Berkeley and Morgan counties. Kinser fills the vacancy created by the retirement of Judge R. Steven Redding following over eight years of dedicated service on the bench.

"Joe Kinser's extensive litigation experience, deep commitment to the rule of law, and focus on supporting local families make him exceptionally qualified to serve the 27th Judicial Circuit," said Governor Morrisey. "His career demonstrates an unwavering dedication to public safety, fairness, and the protection of our communities."

Kinser has served as the elected Prosecuting Attorney for Berkeley County since 2025 and brings 15 years of criminal litigation experience within the 27th Judicial Circuit to his new role. Throughout his career in the courtroom, Kinser has worked as both a criminal defense attorney-advocating for the constitutional rights of defendants and as a prosecutor-trying complex cases on behalf of the State of West Virginia.

In addition to his work in criminal litigation, Kinser has devoted significant time to the juvenile justice system and child abuse and neglect cases. His approach emphasizes problem-solving and protecting vulnerable children and families alongside traditional accountability.
