Fischer Secures Key Provisions in NDAA to Bolster National Defense

Provisions include language for Nuclear Deterrence, Spectrum, Golden Dome, Deterring China

WASHINGTON - U.S. Senator Deb Fischer (R-NE), a senior member of the Senate Armed Services Committee (SASC) and chair of the Strategic Forces Subcommittee, secured key provisions in the Fiscal Year (FY) 2027 National Defense Authorization Act (NDAA).
"As we face increasing threats around the globe, our men and women who make up our armed forces need our full support to carry out their missions safely and effectively," Fischer said. "As a senior member of the Senate Armed Services Committee, I'm proud to advance critical provisions aimed at modernizing our nuclear deterrent, strengthening national defense, and supporting our men and women in uniform. We need to get this bill over the finish line, and I urge its swift passage through the Senate."
Key Budget Authorizations Secured by Fischer in the FY 2027 NDAA:

  • $250 million for development of SLCM-N missile
  • $150 million for development of SLCM-N warhead
  • $100 million to support emplacement of a second AN/TPY-6 radar on Guam to provide 360-degree coverage
  • $40 million for Defense POW/MIA Accounting Agency (DPAA)


Key Provisions Secured by Fischer in the FY 2027 NDAA:

Bolstering Our Nuclear Deterrent:

  • Authorizing development of two additional theater-range nuclear capabilities
  • Requiring a revised strategy for deterring multiple nuclear-armed adversaries
  • Modifying the strategy to sustain Minuteman III ICBMs until Sentinel emplacement
  • Fencing funding for the Secretary of the Air Force until the acquisition strategy for the Airborne Command Post capability has been delivered
  • Authorizing the establishment of public-private partnerships for nuclear effects testing
  • Directing a report on the force structure and production strategy for the B-21 aircraft
  • Requiring briefings on autonomous or remotely piloted aircraft incursions in or around nuclear weapons related areas


Protecting Defense Spectrum:

  • Requiring notifications regarding any relocation of Department systems out of certain spectrum frequencies


Homeland Defense:

  • Modifying the annual reporting requirement for the Golden Dome missile defense system


Deterring China:

  • Prohibiting the use of funds to support entertainment projects with ties to China
  • Requiring the Under Secretary of Defense for Acquisition and Sustainment and the Director of the Missile Defense Agency to ensure 360° sensor coverage of the island of Guam by utilizing two AN/TYPY-6 radar emplacements


Other notable provisions:

  • Authorizing funding for facilities, maintenance, restoration, and modernization (FSRM) accounts to be made available for three years
  • Directing a strategy to maintain and upgrade conventional munitions storage facilities to ensure the safe, effective, and long-term storage of current and future conventional munitions inventories
  • Directing the National Guard Bureau chief to assess using commercial wildfire satellite monitoring constellations
  • Integrating space weather into space domain awareness and operations
